This Sr. Manager leads advocacy for multi-state home improvement retailer before state and local executive, legislative, and regulatory bodies; leads within industry and business trade and business associations; and develops and maintains strong relationships with state and local policymakers across Lowe's West Division and a network of internal business leaders and key external stakeholders.
This position will also serve as the government affairs lead for certain enterprise-wide initiatives. This position requires a dynamic individual with proven communication, management, lobbying, and leadership skills.
What You Will Do
  • Lead state and local government affairs activities within assigned markets by identifying emerging issues and manage proactive advocacy strategies, engagement plans, and policy objectives aligned with Lowe's business priorities.
  • Lead policy portfolios, identifying trends and advancement of issues across states and/or local jurisdictions.
  • Work with regional and headquarters leaders to develop and drive the organization's policies, objectives, and strategies involving state and local government relations and public policy.
  • Partner cross-functionally with Legal, Corporate Communications, Store Operations, Supply Chain, and other business units to align advocacy strategies with enterprise priorities, business objectives, and operational needs.
  • Ensure comprehensive and rigorous government affairs strategies fully account for legislative, executive, and regulatory options, including direct advocacy, third-party and think tank engagement, creative policy approaches, and opportunities to engage the public.
  • Build and maintain relationships on behalf of Lowe's with key stakeholders, including state and local officials in assigned markets, trade associations, and NGOs and external stakeholders that can influence the company's priority policy issues.
  • Cultivate, maintain, and leverage trusted relationships with Governors, state legislators, mayors and other local government officials, and other key public-sector stakeholders across assigned markets.
  • Act as the company's primary interface with elected officials and key community groups in assigned markets.
  • Maintain a comprehensive understanding of legislation, emerging issues, and industry trends in assigned markets, ensuring Government Affairs leadership and relevant stakeholders throughout the company are informed with analyses of the significance, relevance, and business impact of these developments.
  • Monitor and track proposed legislation and ballot measures (local, state, and federal), analyze relevant proposed legislative, regulatory, and ballot measure actions in assigned markets, assess the potential impact on the company, and formulate appropriate responses.
  • Direct contract lobbyists and consultants in assigned markets as needed to assist the company's efforts and work closely with trade and other associations.
  • Serve as the Government Affairs subject matter lead on one or more priority retail policy issues impacting Lowe's enterprise operations.

Minimum Qualifications
  • Bachelor's degree in public relations, communications, political science, business administration, or related field. or equivalent years of experience in lieu of education requirement, if applicable
  • 8 years of experience in government relations, public policy, public affairs, political campaigns, legislative offices, trade associations, or corporate government affairs.
  • 5 years leading or coordinating lobbyists, consultants, coalition partners, or public policy advocacy initiatives across multiple jurisdictions.
  • 5 years developing and maintaining productive relationships with national organizations of state officials, trade associations, policymakers, and external stakeholders (e.g., NCSL, NGA, RGA, DGA, etc.).
  • 3-5 years of leadership experience managing, mentoring, or coordinating professionals, consultants, lobbyists, or cross-functional stakeholders.
  • 3-5 years managing multiple complex, cross-functional projects simultaneously within a Fortune 500 company, trade association, public affairs firm, or similarly complex organization.
  • Demonstrated work experience with local, state, and/or federal elected officials, political parties, companies, consultancies, trade associations, governmental agencies, or equivalent organizations.

Preferred Skills/Education
  • Government affairs experience in the retail industry and/or in a multi-state region.
  • Knowledge of politics, public policy and familiarity with state legislative and regulatory processes.
  • Ability to analyze, interpret, and present legislation in both oral and written formats.
  • Experience with grasstops and grassroots advocacy tools and tactics. Exceptional judgment and ability to function and multitask under pressure.
  • Existing relationships with policymakers across Western and Midwestern markets, including state legislatures, governors' offices, and key municipal and county government stakeholders.
