Job Summary: The Senior Manager, Soy Value Chain (VC), provides overall strategic, technical, and operational leadership for GV4G's soy portfolio across the Beira and Nacala Corridors. The role is accountable for programme-wide strategy, portfolio performance, investment mobilization, technical quality, partnership development, and achievement of soy-related programme objectives.

The position serves as TechnoServe's principal soy sector lead under GV4G and represents the programme with senior government, donor, private sector, and industry stakeholders. The Senior Manager oversees corridor implementation through corridor-based managers and technical teams, ensuring alignment, consistency, learning, and performance across geographies.

Program Overview: GV4G is a five-year European Union (EU) Global Gateway initiative supporting Mozambique to build a greener, more competitive, and climate-resilient agribusiness sector. The program focuses on transforming the soy, cashew, and coffee value chains in Central and Northern Mozambique through private-sector–led investment, regenerative agriculture, agroforestry, expanded local processing, and stronger market systems. By 2031, GV4G aims to mobilize approximately €26.8 million in public and private investment and benefit more than 44,000 farmers, enterprises, and commercial farm businesses while strengthening compliance with EU market requirements.

GV4G is executed by a consortium and the Embassy of the Kingdom of the Netherlands (EKN) serves as the EU’s delegated implementing partner for this Action.

Primary Functions & Responsibilities:

  • Lead strategic planning and implementation of the soy VC portfolio across the GV4G programme.
  • Provide technical leadership on regenerative agriculture, climate-smart soy production systems, and sustainable intensification approaches.
  • Directly supervise the Beira Corridor Manager and other corridor-based soy technical staff, providing strategic direction, performance management, and technical oversight. 
  • Ensure strong monitoring, learning, and technical quality assurance across soy interventions.
  • Approve corridor implementation plans and co-investment opportunities for the soy portfolio. 
  • Approve and oversee strategic partnerships with processors, aggregators, commercial farmers, seed companies, mechanization providers, and input suppliers.
  • Support the identification, testing, and scaling of innovative approaches that improve productivity, market access, resilience, and commercial sustainability for soy producers and enterprises.
  • Support the design and implementation of inclusive sourcing, aggregation, and outgrower models that strengthen linkages between smallholder farmers and domestic processing and feed markets.
  • Identify market opportunities and constraints affecting soy competitiveness and investment.
  • Coordinate with enterprise development, finance, policy, and digital systems teams to ensure integrated implementation.
  • Support co-investment partnerships and commercially sustainable business models with private sector actors.
  • Strengthen collaboration with government agencies, sector associations, financial institutions, and development partners.
  • Contribute to programme strategy, annual planning, reporting, budgeting, and adaptive management.
  • Represent TechnoServe and GV4G in technical working groups, sector platforms, donor meetings, and stakeholder forums.

Basic Qualifications:

  • Bachelor's Degree with 10+ years experience, Master's Degree with 7+ years experience in Agronomy, Agriculture, Agribusiness, Agricultural Economics, Rural Development, or related field required. 
  • Extensive experience in agricultural value chain development, agribusiness, or market systems programming.
  • Strong technical and commercial experience in soy, oilseeds, feed systems, or commercial agriculture.
  • Demonstrated experience managing complex private sector partnerships and market systems interventions.
  • Experience working with commercial farmers, cooperatives, processors, and agribusiness SMEs.
  • Experience managing donor-funded agricultural development programmes preferred.
  • Experience working in Mozambique or Southern Africa strongly preferred.

Required Languages: Fluency in Portuguese and English.

Travel: Up to 50%.

Preferred Qualifications: 

  • Experience with regenerative agriculture and climate-smart production systems.
  • Knowledge of soy processing, edible oil, poultry feed, or aquaculture feed markets.
  • Experience with investment facilitation, aggregation systems, or contract farming models.
  • Familiarity with EU Deforestation Regulation compliance, traceability systems, or sustainability standards.
  • Existing relationships with agribusiness and financial sector stakeholders in Mozambique.
