About the Office
The Office of the New York City Comptroller serves as the City’s chief fiscal steward, responsible for auditing City agencies, managing pension funds, overseeing contracts, and advancing policy solutions that promote equity, transparency, and effective government. Under Comptroller Mark Levine’s leadership, the Office is focused on strengthening public systems, improving affordability, and delivering effective and equitable outcomes for all New Yorkers.
The Senior Data Analyst will support the Policy Bureau’s data-driven research and oversight work by applying rigorous quantitative analysis to advance the Comptroller’s policy priorities. The Comptroller’s Office maintains extensive datasets across its bureaus, which have been used to develop nationally recognized transparency and accountability tools such as Checkbook NYC, ClaimStat, and the Agency Watch List. This role will build on that foundation and additionally seek available public data, create data from public sources, and leverage proprietary data provided by other City agencies to conduct high-quality analysis that informs policy development and addresses complex challenges facing New York City.
The Senior Data Analyst will report to the Director of Data Analytics and work closely with policy staff across the Policy Bureau, as well as with partner bureaus, including the Bureau of Information Systems & Technology (BIST). This role is well suited for an analytically strong, policy-oriented professional who is comfortable working across complex datasets, producing clear visualizations, and translating technical analysis into actionable insights.
Key Responsibilities
- Conduct data-driven policy analysis to support research and oversight projects across issue areas such as affordable housing, mental health, criminal justice reform, public transportation, and education
- Collaborate with policy staff to translate complex quantitative findings into clear, accessible insights for internal and external audiences
- Design, execute, and maintain analytical workflows supporting policy briefs, reports, dashboards, and presentations aligned with the Comptroller’s priorities
- Contribute to the development and maintenance of an internal catalogue of datasets created, managed, or collected by the Comptroller’s Office
- Support cross-bureau policy initiatives through quantitative analysis, data visualization, and written research
- Engage, as appropriate, with New York City’s civic technology and research communities on data-driven initiatives and events
- Perform other related duties as may be required
QUALIFICATION REQUIREMENTS: A bachelor’s degree from an accredited college or university and 3 or more years of professional experience in data analysis, quantitative research, or analytics in government, academia, or a public policy or nonprofit organization; or a satisfactory combination of education and experience equivalent to the above.

Qualifications

1. A baccalaureate degree from an accredited college with major in accounting, business administration, public relations, city planning, urban renewal, law, or a related field and three (3) years of satisfactory, full-time, responsible experience in housing, education, health services, planning, state-federal-city relations, or community relations involving administration or program development and evaluation; or

2. A satisfactory equivalent.

Skills Required
