Description

Markon is seeking an experienced Program Analyst to support Marine Corps Installations Command (MCICOM) within the Capital Investments Branch. This role will provide programmatic, financial, and portfolio analysis supporting major Marine Corps infrastructure and capital investment programs across MCIWEST, MCIEAST, MCIPAC, and MCINCR.


The ideal candidate has experience supporting Marine Corps installations, military construction, facilities investment, or infrastructure programs and is comfortable analyzing financial and project data, tracking program execution, developing leadership reports, and supporting long-term investment planning.


This is a hybrid role out of the Pentagon.

Responsibilities
  • Provide Capital Investment coordination and portfolio support across MCIWEST, MCIEAST, MCIPAC, and MCINCR.
  • Track and analyze MILCON, UMMC, FSRM, and demolition projects, including design awards, funding, execution, and budget milestones.
  • Coordinate with regional planners and stakeholders to collect and validate project and financial data and ensure regional activities align with enterprise investment strategies.
  • Consolidate project and financial data and develop weekly execution-to-plan reports, fiscal updates, and leadership briefings.
  • Perform financial and programmatic analysis to support budget formulation, program execution, strategic investment decisions, and long-term capital planning.
  • Extract and analyze information from government financial systems to support development of Program Objective Memorandum (POM) issue papers, budget exhibits, compliance documentation, and other program materials.
  • Conduct variance and execution analysis for Facilities Sustainment, Restoration and Modernization (FSRM) programs to track spending, funding execution, and overall program performance.
  • Support analysis of enterprise-level MILCON and FSRM portfolios to inform capital investment and lifecycle planning decisions.
  • Review MILCON project information, plans, and site layout studies to support alignment with structural, safety, and mission-readiness requirements.
  • Develop and maintain recurring execution metrics and dashboards for senior leadership.
  • Support the development and maintenance of automated and low-code reporting solutions using government-approved dashboard or business intelligence platforms.
  • Aggregate financial and execution data to streamline recurring reporting for FSRM, MILCON, UMMC, barracks, and demolition programs.
Qualifications
  • Active Secret Clearance
  • 4–10 years of relevant program analysis, financial analysis, capital investment, facilities, engineering, or infrastructure program experience.
  • Prior experience supporting Marine Corps Installations Command (MCICOM), particularly within or alongside Capital Investments, strongly preferred.
  • Experience supporting MILCON, FSRM, UMMC, facilities investment, military construction, or similar DoD infrastructure programs.
  • Experience analyzing program financials, budgets, execution rates, milestones, and project performance.
  • Experience developing executive-level reports, briefings, dashboards, and program metrics.
  • Familiarity with the DoD/Marine Corps Planning, Programming, Budgeting, and Execution (PPBE) process, including POM development and budget formulation.
  • Strong Microsoft Excel skills and experience working with large financial or program datasets.
  • Experience with Power BI, Power Automate, Power Apps, or similar business intelligence/low-code reporting tools preferred.
  • Ability to coordinate effectively with planners, engineers, financial personnel, program managers, and senior government stakeholders.
  • Strong analytical, organizational, and written communication skills.
  • Ability to work in a hybrid environment supporting the Pentagon and remote work.
Salary RangeUSD $130,000.00 - USD $150,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
