Job Description

The Legal Counsel, Privacy & Compliance is responsible for providing legal advice and strategic counsel in support of Allstate Canada Group's Privacy and Compliance Programs. This role serves as a subject matter expert on privacy laws, regulatory requirements, consumer protection obligations, information governance, and emerging legal risks impacting the organization.
The Legal Counsel, Privacy & Compliance partners closely with Compliance, Privacy, Risk Management, Information Security, Technology, Human Resources, and business leaders to ensure legal obligations are identified, assessed, and effectively incorporated into business processes. The role proactively identifies legal and regulatory developments, advises on privacy and compliance risks, and supports the implementation of programs that strengthen the effectiveness of ACG's regulatory compliance and privacy frameworks.

Key Responsibilities:

Privacy Legal Advisory

  • Provide legal advice regarding privacy laws, regulations, and industry requirements applicable to ACG operations.
  • Advise on the collection, use, disclosure, retention, transfer, and protection of personal information.
  • Support legal review of privacy impact assessments (PIAs), privacy and AI risk assessments (PAIRs), and new initiatives involving personal information.
  • Assess legal implications of emerging technologies, data analytics, artificial intelligence, and digital transformation initiatives.
  • Advise on cross-border data transfers and data-sharing arrangements.

Regulatory Compliance Support

  • Provide legal guidance regarding consumer protection, insurance regulatory requirements, market conduct obligations, and compliance frameworks.
  • Advise business areas and Compliance partners on regulatory developments and legal interpretations impacting operations.
  • Support responses to regulatory inquiries, examinations, and investigations involving privacy or compliance matters.
  • Assist in the development and review of compliance policies, standards, procedures, and governance documentation.

Incident Response and Risk Management

  • Provide legal support in the assessment and management of privacy incidents, breaches, and regulatory reporting obligations.
  • Advise on legal privilege considerations during investigations and response activities.
  • Support root cause analysis and remediation planning for compliance and privacy issues.
  • Identify emerging legal and regulatory risks and recommend mitigation strategies.

Governance and Program Support

  • Support the ongoing enhancement of ACG's Privacy and Compliance Programs.
  • Provide legal review of privacy notices, consent language, contractual provisions, and customer-facing communications involving personal information.
  • Partner with Privacy, Compliance, Information Security, and Risk Management teams to ensure legal risks are appropriately managed.
  • Contribute to training, awareness, and education initiatives that promote a culture of privacy and compliance.

Stakeholder Engagement

  • Collaborate effectively with internal and external legal counsel, business leaders, regulators, and industry associations.
  • Serve as a trusted advisor to senior management on privacy and regulatory compliance matters.
  • Monitor emerging legal trends and regulatory developments and communicate actionable implications to stakeholders.

Education

  • Juris Doctor (JD) or Bachelor of Laws (LLB).
  • Member in good standing with a Canadian provincial law society.
  • Privacy-specific certification considered an asset:
    • CIPP/C (Certified Information Privacy Professional – Canada)
    • CIPP/US or CIPP/E
    • CIPM (Certified Information Privacy Manager)
    • AIGP (Artificial Intelligence Governance Professional)

Qualifications:

  • 5+ years of legal experience, including significant experience advising on privacy law and regulatory compliance matters.
  • Demonstrated experience interpreting and applying Canadian privacy legislation including:
    • PIPEDA
    • Quebec Law 25
    • Provincial privacy requirements
    • Consumer protection and insurance regulatory frameworks
  • Experience drafting, reviewing, and negotiating contracts involving personal information and data-sharing arrangements.
  • Experience advising on privacy incidents, breach response, investigations, and regulatory reporting obligations.
  • Experience partnering with Compliance, Risk, Privacy, Information Security, and business stakeholders.

Bonus Qualifications:

  • Experience within the insurance, financial services, or highly regulated industries.
  • Experience supporting AI governance, data governance, and emerging technology reviews.
  • Familiarity with OSFI, FCAC, AMF, FSRA, and other Canadian regulatory expectations.
  • Experience supporting Privacy Impact Assessments, AI Risk Assessments, and enterprise governance programs.

Knowledge & Skills

  • Strong legal research, analysis, and risk assessment capabilities.
  • Ability to translate complex legal requirements into practical business solutions.

Compensation

Expected compensation for this role ranges from $ 110, 000.00 - 160,000.00 annually.  Actual salary offered to successful candidates will vary based on their skills and experience.
