Job Title: PIP Clinical Quality Assurer

Salary: Competitive 

Location: Remote with travel to sites as required 

What you’ll be doing:

The Clinical Quality Assurer works within Clinical Excellence and reports to the Clinical Quality Partner delivering independent clinical assurance activities that support the effective operation and continuous development of the Clinical Quality Management Regime. This includes, but is not limited to, providing independent assurance of supervision pathways, clinical interventions, documentation, audit outcomes, governance processes, quality improvement activities and training. Through systematic monitoring, review and evaluation, the role provides objective assurance that clinical quality controls are operating effectively and that services meet agreed clinical, contractual and regulatory standards.

Through the application of clinical expertise and professional judgement, the role provides objective assurance of the quality, consistency and compliance of health assessments, identifies emerging risks, trends and learning opportunities, supports the delivery of Right First Time outcomes, and contributes to the continuous improvement and evolution of the Clinical Quality Management Regime in response to changing contractual, operational and regulatory requirements.

The role works collaboratively across Clinical Excellence, Clinical Operations (including Delivery Partners), Learning and Development and the Department for Work and Pensions to promote consistency in clinical decision-making and quality of practice. It provides independent challenge and assurance where appropriate, supports evidence-based decision making and quality improvement, and helps ensure contractual, professional and regulatory standards are maintained while influencing the ongoing development of safe, effective and high-quality health assessment services. Accountabilities include:

  • Undertake assessments as required to maintain clinical competence, professional credibility and an up to date understanding of operational practice.
  • Deliver independent clinical assurance activities in accordance with the Clinical Quality Management Regime.
  • Undertake independent clinical quality reviews of health assessments and associated clinical assurance activities, applying evidence-based clinical reasoning to evaluate quality, consistency, compliance and clinical decision-making.
  • Review, analyse and challenge Independent Audit findings where appropriate, preparing robust evidence-based escalations and supporting resolution through appropriate governance routes.
  • Lead and participate in departmental calibration activities to promote consistent interpretation of clinical guidance, quality standards and contractual requirements.
  • Provide timely, objective and constructive clinical feedback to support clinician development, improve assessment quality and embed learning and Right First Time principles.
  • Identify emerging quality themes, clinical risks, trends and improvement opportunities through assurance activity, escalating significant concerns through appropriate governance routes and contributing to preventative action.
  • Contribute to continuous quality improvement through root cause analysis, service improvement activity, implementation of agreed actions and evaluation of improvement outcomes.
  • Provide clinical assurance of training, coaching and clinical support activities to ensure consistency, effectiveness and the embedding of best practice.
  • Support Delivery Partner clinical quality assurance through audit review, quality escalations, major omission investigations and resolution activities.
  • Produce accurate reports, maintain assurance records and contribute to governance meetings through the provision of clinical quality intelligence and evidence-based recommendations.
  • Build effective relationships with colleagues and stakeholders to promote a culture of continuous improvement, collaboration and clinical excellence.
  • Maintain professional registration, clinical competence and knowledge of relevant legislation, contractual requirements, clinical guidance and best practice.

Qualifications

You will Require:

Essential Criteria

  • Current professional registration with the HCPC, NMC or GMC (or other appropriate professional body).
  • Significant post-registration clinical experience.
  • Approved Functional Assessor with additional 4 skills such as auditor, initial review, Stage 3 coach/mentor & advice
  • Minimum of two years’ experience as Clinical Support Lead or equivalent role within Health Assessment Services.
  • Demonstrate evidence of consistently strong clinical quality and operational performance both personally and across the clinicians or teams supported.
  • Excellent understanding of functional assessment principles, evidence-based clinical reasoning and quality assurance methodologies.
  • Experience undertaking clinical quality assurance, audit or peer review activities.
  • Experience reviewing, analysing and constructively challenging Independent Audit outcomes.
  • Demonstrable ability to interpret contractual requirements, clinical guidance, quality standards and regulatory expectations.
  • Strong analytical and problem-solving skills with the ability to identify emerging risks, trends, themes and opportunities through clinical quality intelligence.
  • Demonstrable ability to provide independent, objective clinical assurance and exercise sound professional judgement.
  • Excellent written and verbal communication skills with the ability to provide clear, constructive clinical feedback and influence others using evidence-based recommendations.
  • Experience working collaboratively across multidisciplinary teams and engaging effectively with a wide range of internal and external stakeholders.
  • Competent in Microsoft Office applications and the interpretation of clinical quality and performance data.

 

Desirable Criteria

  • Experience participating in departmental calibration exercises.
  • Experience reviewing and challenging Independent Audit outcomes.
  • Experience supporting continuous quality improvement, service improvement or organisational change initiatives.
  • Knowledge of Clinical Governance frameworks, assurance methodologies and quality management systems.
  • Knowledge of DWP Health Assessment Service contracts and quality requirements.
  • Experience supporting Delivery Partner clinical quality assurance activities.
  • Experience of governance, assurance or risk management within regulated healthcare services.
  • Coaching or mentoring experience.
