Function:   

The Planner is responsible for guiding the Napa Napa Facility Daily Operations and coordinating Third Party Laboratory / Surveying and Inspection. The role ensures correct scheduling of vessel product import, vessel domestic transfers, vessel domestic deliveries and internal tank to tank transfers, product blending and certification for supply in full for vessel and road tanker loading / sales. The position support compliance on   Government requirements on required reports and also Audit requirement for Puma Energy PNG Refining Limited (NGR) from Internal Continuous Auditing CA and Business engaged External Auditors. The position also covers as back up for Stocks Officer for Daily, Weekly and Monthly Hydrocarbon Stock Reconciliation.

Key Responsibilities:

  • On Terminal mode: Communicate closely with Trader and Supply on schedule of product import, domestic transfers and other domestic deliveries.
  • Coordinate internally with Napa Napa Facility Operations/Shore Officer/ Third Party Laboratory / Surveying and Inspection on planned vessel and gantry schedules to ensure on time delivery and in full quantity and ensure close coordination to avoid/minimize vessel demurrage.
  • On Terminal Mode: Prepare and issue Daily plan on internal tank transfers, product blending, storage tanks outservicing and source tank nominations for vessel (discharging and loading) and gantry tank replenishments.
  • Coordinate the priority of testings with the Third Party Laboratory to expedite results. Issue Laboratory Test requests and monitor products being blended, spot checks and finished product testing.
  • As back up to Napa Napa Stocks Officer, prepare and issue the Daily, Weekly and Month-end Reconciliation reports of Refinery Storage Inventories, Import deliveries, Vessel sales (export and domestic), Gantry sales (domestic), Internal fuel consumption and gains/losses.
  • As back up to Napa Napa Stocks Officer, coordinate the Daily and Month-end reconciliation of the Refinery Terminal Management System (TMS) of Crude, Slops and all Napa Napa Refinery Products for the inventories, fuel consumption, tank to tank transfer, gantry/vessel domestic sales, export loading and import discharging. 
  • Also balance TMS with ePuma and monitor on PIJ (Physical Inventory Journal) difference and raise and justify Stock Adjustment (SA) Report
  • Prepare and issue the Daily Process Ticket (DPT) for the volume reconciliation on previous day for Napa Napa Facility reconciliation as basis for Daily Report to Department of Petroleum.
  • On Terminal Mode: Monitor Stock Out Dates for Napa Napa Products
  • Prepare and report the Jet A-1 Batching.
  • Prepare and issue various Puma Energy PNG Refining Limited (NGR) reports to monitor Napa Napa Facility performance and for compliance to Government requirements.
  • Attend the Pre-berth meeting in preparation for vessel loading and discharging operation.
  • Participate in the multi-discipline Safety audits, Task risk analysis, Management of Change, and perform the duties assigned for incident control and emergency response.
  • Perform other related duties as required to achieve the goals and objectives of the Refinery, Downstream and other Puma Energy Business Units

  • Any discrepancies of goods / services received are to be addressed through the Non Conformance procedures
  • All products are to be verified at appropriate stages as outlined in procedures and a record maintained.

REQUIREMENTS:

Experience:

  • Associate or Bachelor’s degree.
  • 1-3 years related experience in Production Planning, Process Engineering, Process Operations, Hydrocarbon Marketing Distribution, Stock Balancing, Terminal Operations or Laboratory.
  • Experience must be in decision-making position, defined as the authority to define, execute, or control projects/ processes and to be responsible for the outcome.

Skills:  

  • Good analytical and problem solving skills. With good technical background in Refinery products, analysis of the test results and significance of tests.
  • Knowledgeable of the industry product specification.
  • With initiative and have strong communication skills to work with internal and external customers.
  • Good interpersonal skills and able to communicate effectively with all levels of the organization.
  • Good written and oral communication skills
  • Computer literate and proficient in Microsoft Word, Powerpoint, Excel for Windows and other Computer Skills as required.
  • Knowledgeable on various techniques on data analysis.
  • Overall positive approach to work and great attitude.

Competencies:  

  • Will work in an office environment, but is expected to be familiar with Refinery, Stock Balancing, Downstream and other Puma Energy Business Units processes.

Skills Required

  • Associate or Bachelor's degree
