Job Purpose
HanmiGlobal is seeking a highly qualified Interface Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will spearhead comprehensive interface management for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.
You will be providing program-level leadership, governance, coordination, and strategic oversight for establishing and managing the program-wide Interface Management Framework, ensuring all external dependencies, utility connections, authority approvals, and package-to-package interfaces are fully integrated and resolved among stakeholders, while supporting the successful delivery of the overall development program.
Reports To: Program Director
Key Responsibilities
- Develop and maintain the Program Interface Management Framework, including interface management plans, procedures, registers, governance processes, reporting requirements, and escalation protocols.
- Establish standardized processes for identifying, tracking, managing, and closing interfaces across all project packages while promoting best practices in interface management.
- Identify, monitor, and manage interfaces between development packages, infrastructure systems, utilities, stakeholders, government authorities, permitting agencies, and third-party organizations.
- Maintain the Program Interface Register and ensure interface obligations, dependencies, risks, constraints, and mitigation actions are effectively managed through to resolution.
- Coordinate with utility providers and regulatory authorities to facilitate utility connections, diversions, permits, approvals, and statutory compliance.
- Coordinate closely with Planning & Scheduling, Design, Technical, Commercial, Construction, Project Controls, and Risk Management teams to ensure seamless integration across all program functions.
- Assess the impact of interface issues on scope, schedule, cost, quality, and overall program performance, while proactively identifying and mitigating interface-related risks and escalating critical issues where required.
- Prepare interface management reports, dashboards, executive summaries, and recommendations for PMCM Management and the Client.
- Lead interface coordination meetings, stakeholder workshops, and cross-functional review sessions to facilitate timely issue resolution and maintain effective communication between all project participants.
Promote continuous improvement in interface management practices and support the implementation of PMIS, EDMS, and digital collaboration tools.
Requirements
Qualifications & Experience
- Bachelor's Degree in Engineering, Construction Management, Project Management, Urban Development, or a related discipline.
- Chartered Professional membership or equivalent professional accreditation.
- Minimum fifteen (15) years of professional experience in interface management, infrastructure delivery, utilities, transportation, land development, urban development, or major capital projects.
- Experience within PMCM, PMC, EPCM, client-side organizations, or major infrastructure delivery programs, preferably in Saudi Arabia or the GCC.

Skills Required

- Demonstrated skills in stakeholder, utility, and authority coordination; permit and approval management; and interface risk and issue management.
