Provides cross-disciplinary site engineering support for civil, roads, drainage, utilities, and landscape construction. Responsibilities include inspections, site supervision, RFIs, submittals, progress reporting, QA/QC monitoring, NCR tracking, coordination with project stakeholders, testing and commissioning support, and close-out documentation. The role requires infrastructure or land development experience, strong documentation skills, and effective English and/or Arabic communication.

Provides legal and contractual support across engineering, PMC, infrastructure, real estate, and land development projects. Reviews, drafts, negotiates, and administers agreements; assesses contractual risks; supports claims, disputes, litigation, and regulatory compliance; maintains legal records and risk registers; and coordinates with management, project teams, contractors, consultants, government entities, and external counsel under Saudi law.

Create and maintain detailed project schedules (Primavera P6/MS Project), monitor progress, perform critical path analysis, identify risks and delays, coordinate with teams and contractors, prepare progress reports and forecasts, support resource planning, ensure contractual compliance, and assist with variations, claims, and extensions of time.

Manage end-to-end recruitment across Saudi Arabia and MENA: source, screen, interview, and onboard candidates for technical, engineering, PMO, and corporate roles; maintain ATS records, build talent pipelines, coordinate with hiring managers, prepare recruitment reports, and support employer branding and mobilization activities.

Provide program-level telecom and ICT engineering assurance for a large Riyadh infrastructure program. Review designs, assess fiber backbone and network architectures, evaluate smart city proposals, enforce technical governance, resolve multidisciplinary interfaces, review value engineering, liaise with developers, service providers and regulators, and prepare technical assessments and executive summaries.

Plan, implement, and maintain QA/QC systems; perform inspections, audits, and root cause analyses; drive CAPA and continuous improvement; support supplier quality and regulatory standard compliance.

Maintains project document registers, logs, filing systems, and archives; receives, reviews, registers, distributes, and tracks documents and revisions. Acts as the primary client representative, oversees developer and contractor performance, chairs executive governance forums, manages strategic decisions, and maintains relationships with government authorities and program stakeholders.

Provide program-level procurement coordination for a mega land and infrastructure program in Riyadh: review procurement plans, track long-lead items, monitor supplier performance and schedules, maintain registers and dashboards, ensure compliance with contractual and governance requirements, support mitigation/recovery plans, coordinate with planning/technical/commercial teams, and prepare executive reports and KPI analyses.

Provide program-level transport engineering expertise and technical assurance for a mega land and infrastructure program in Riyadh. Review traffic studies, transport models, mobility strategies, and design submissions for compliance, safety, accessibility, and operational performance. Coordinate with developers, consultants, authorities and stakeholders, assess impacts of design changes, identify risks, and prepare technical reports and recommendations to support delivery and governance.

Lead delivery of a major land and infrastructure work package in Riyadh, managing a multidisciplinary PMCM/site team, contractors, developers, and utilities through design, construction, commissioning, handover, and close-out. Oversee contract administration (FIDIC), program controls, commercial management, quality, HSE, risk, stakeholder coordination, and governance to meet client schedules, budgets, and standards.

Lead program-level technical governance and multidisciplinary integration for a mega land and infrastructure development program. Oversee technical reviews, engineering assurance, utility coordination, risk and change management, value engineering, stakeholder engagement, and reporting to ensure compliant, integrated delivery across roads, utilities, drainage, electrical, telecoms, and related infrastructure systems.

Provide program-level irrigation engineering expertise and technical governance for a large Riyadh development. Review designs, hydraulic studies, TSE and distribution networks, pumping and storage, water‑demand and conservation measures. Ensure compliance with standards, support multidisciplinary integration, assess value-engineering proposals, prepare technical reports, coordinate with developers, utilities, and authorities, and identify/mitigate technical risks to deliver program assurance.

Lead integrated program scheduling and baseline controls for a mega land and infrastructure program. Develop and maintain the Integrated Program Baseline Schedule, enforce planning standards and governance, perform CPM, EVM, forecasting, delay and risk analyses, validate recovery plans, produce executive reports and KPIs, coordinate across controls, commercial, technical and risk teams, and provide technical leadership and mentoring to package planning engineers using Primavera P6 and digital project controls.

Lead program-wide quality management for a mega land and infrastructure development program in Riyadh. Establish and maintain QMS, drive ISO 9001 compliance, audit schedules, QA/QC oversight, inspections, CAPA closure, KPI reporting, stakeholder coordination, and continuous improvement to ensure contractual and regulatory conformance.

Provide program-level drainage engineering expertise and technical governance for a large land and infrastructure development program. Review and assess hydrology/hydraulic studies, drainage designs, modelling outputs, and flood risk assessments. Ensure compliance with standards and environmental regulations, advise on resilience, constructability, and lifecycle performance, coordinate with stakeholders, produce technical reports, and support engineering assurance and value engineering decisions.

Lead program-wide project controls for a mega land and infrastructure development in Riyadh: develop controls framework, monitor cost and schedule performance, perform EVM/forecasting/trend analysis, integrate cost/schedule/risk/commercial data, prepare executive reporting, and support PMIS/EDMS and digital dashboards for client and PMCM management.

Lead program-level commercial management for a multi-package land and infrastructure development program in Riyadh. Develop commercial framework, oversee contract administration, manage changes, claims, payments, and commercial risk, coordinate dispute resolution, produce commercial reporting and executive briefings, and ensure alignment with financial compliance and client objectives.

Lead program-level design governance and multidisciplinary coordination for a large land and infrastructure development in Riyadh. Ensure integrated, compliant design deliverables, manage reviews, stakeholder approvals, BIM adoption, and provide technical leadership to senior specialists to support timely program delivery.
