Overview:


The HR Generalist will perform a variety of duties to support the Human Resources department’s functions. The HR Generalist will manage the Center’s recruitment and retention functions; assist in coordinating the processes and procedures for hiring, terminations, promotions, etc., and provide ongoing consultation and education to directors/supervisors accordingly. Assists in managing the daily workflow of the HR department. Assist in managing the administration of human resource programs including but not limited to compensation and the employee leave programs.  Manage the online employment application program; Manage and oversee the employee screening programs.  Manage the employee documentation input for the HR Management system. Develop recruitment strategies; Supports the unemployment claims process as well as employment verifications. Manages the position description and performance review process. This role embraces teamwork by working together with co-workers to accomplish tasks without regard for functional specialty.

ESSENTIAL/CORE JOB-SPECIFIC DUTIES AND RESPONSIBILITIES

Recruitment: Identifies staffing and recruiting needs.  Manages and coordinates the Employment Application and Interview and Appointment processes to include; ensuring that all available positions are posted on-line, with local newspapers, on social media, etc. and that interviews for qualified applicants are conducted in a timely manner. For candidates who are selected, ensures that required paperwork is processed in a timely manner and that non-selected applicants are notified. Coordinates with supervisors to schedule interviews.

Unemployment claim process: Under the supervision of the Director of HR, supports the unemployment claim process along with Unemployment Appeals Hearings. Compiles supporting documentation to be presented to the Director of HR for submitting to the state unemployment office.

Intern Placement: Supports the Agency’s Intern Placement process in accordance with HR policies and procedures.  Works closely with the Director of HR to ensure students are in contact with supervisors and ensures the completion of required paperwork. Maintains intern files and related documentation. Supports the Director of HR in managing vender contracts with universities.

Position Descriptions and Employee Performance Reviews: Develops and updates the formatting for the Employee Position Descriptions and Employee Performance Reviews.  Ensures a by-annual review of position descriptions with the appropriate supervisor/director. Disseminates monthly 90-day and annual performance reviews in accordance with agency policies and procedures.

Exit and Stay Interview Process: Facilitate the Exit and Stay Interview process. Ensure that supervisors are sent out reminders. Reports any issues to the Director and other appropriate supervisory staff. Contacts departing employees to schedule exit interviews.

HRIS System Maintenance: Manages and completes Agency data entry in the current HR Information Management System. Maintain electronic personnel files in the system by scanning and uploading documentation. Ensures that accurate information in the system. Generate reports when needed

Background and Drug Screening: Coordinates the pre-employment background screening and drug screen processes and 5-year rescreen processes in accordance with agency policies and procedures. Supports the Director of HR in the maintenance of the Department of Children and Families (DCF) and the Agency for Healthcare Administration (AHCA) clearinghouse rosters in accordance with Florida Statutes.

OTHER JOB-SPECIFIC:

1. Participates in annual review and update of Agency Personnel Rules, Policies and Practices Manual.  Identifies ad hoc       recommendations for revision and submits to supervisor in writing as indicated.

2. Develops and maintains formal, written HR procedures, in accordance with the established Agency format, to guide key departmental functions and responsibilities.  Completes an annual review and update; obtains supervisory approval and sign-off for all new and revised procedures.

3. Advises the Director of HR on any HR matter/issue which may vary from Agency/HR policy or procedure or represents a potential violation of applicable standards or guiding legal authority/regulation for management review and disposition.

4. Manages the tracking of Personnel Action Forms and Position Action Records along with documentation required to support each request for change. 

5. Provides backup to the Director of HR in their absence.
