Role Overview
The Public Sector Head of Operations will lead and oversee operations of the InterSystems public sector business including supporting the sales team with government contracting, procurement vehicles, regulatory and compliance requirements and provide external and internal operational excellence. This role requires a strategic leader with deep expertise in navigating the government contracting processes for both software and service contracts, ensuring socio-economic and ethical compliance and driving operational excellence.
Key Responsibilities
- Develop and implement operational strategies to support InterSystems’ public sector growth for both software and services revenue.
- Establish and refine processes to ensure efficiency, scalability, and compliance with government standards.
- Collaborate with senior leadership to align public sector operations with the company's short-term and long-term objectives.
- Work closely with company’s accounting and legal teams to ensure compliance with government regulations.
- Assist with providing internal budgeting, forecasting, and financial analysis tailored to the government market.
- Assist with negotiating public sector contracts, focusing on pricing and business terms.
- Oversee the complex lifecycle of public sector contracts, including execution, amendments, and renewals.
- Provide guidance on deal-level strategies, including discounting protocols and license agreement modernization based on government guidelines.
Qualifications & Experience
- 15+ years of experience in public sector industry and operational leadership.
- Deep understanding of the sales dynamics within the public sector market.
- Knowledge of the federal and state budget submission processes including the process with Congress and legislative bodies and the differences between recurring and nonrecurring funding, as well as sweep funding.
- Understand various government spending limits that necessitate further oversight and procedural requirements.
- Deep understanding of government procurement, contracting vehicles, and compliance regulations.
- Proven leadership experience supporting teams and large-scale government projects.
- Strong expertise in program management, risk assessment, and process optimization.
- Excellent stakeholder engagement and relationship management skills.
- Knowledge of SAM, FAR, and procurement vehicles for federal and state contracting in addition to government pricing strategies.
- Familiarity with contracting on the Marketplace.
- Understanding of federal and state data security requirements and compliance standards (NIST, FISMA, FedRAMP).
