The Strategic Operations team within Salesforce's Global Public Sector (GPS) Business Unit is seeking a Manager of Proposal Development to join our RFx Center of Excellence (CoE). While this role requires deep expertise in managing U.S. Federal Government procurements—including IDIQs, BPAs, GWACs, and full & open competitions—the successful candidate will also support global bids across the CoE, specifically Federal, State and Local, Education, and Nonprofits. This role demands a dynamic proposal professional capable of simultaneously driving hands-on content response development for solutions and managing the end-to-end RFx lifecycle. Operating as part of "one Salesforce," you will leverage both human expertise and AI agents to act as a central coordinator across multiple cross-functional teams, delivering compliant, high-quality submissions that drive revenue and manage risk on a global scale. 

Key Responsibilities

  • Manage content preparation, revision, and submission of RFIs, RFPs, RFQs, and other types of procurements, collaborating closely with sales, solutions engineering, security, legal, and compliance teams
  • Manage the lifecycle of federal task/delivery order requests and full & open RFx opportunities from qualification through submission
  • Structure, write, edit, and format all types of response content tailored to customer requirements
  • Develop written clarification  questions for procurement officials
  • Conceptualize and write compelling content using AI tools, content repository, cross-functional team support, and from scratch
  • Educate Sales and SE teams on the  RFx process
  • Become an internal SME for customer references, the RFx process, Salesforce products, and contracting pathways
  • Write proposal win themes and executive summaries
  • Develop and share best practices; build cross-functional relationships
  • Identify and implement AI tools to automate repetitive proposal tasks such as content drafting, compliance checks, resume tailoring, and formatting

Required Qualifications

  • Location: Must be based in the Washington, D.C. area and able to commute to the DC office as needed.
  • Experience: 7-10 years of experience in federal proposal development and managing U.S. government proposals, task orders, and/or full & open RFx opportunities, as well as some experience with State and Local, Education, or Nonprofit bids.
  • Federal Contracting Knowledge: Strong understanding of U.S. Federal Government contracting vehicles (IDIQs, BPAs, GWACs) and open market procurements.
  • Technical Expertise: Experience with cloud SaaS/PaaS/IaaS technical writing.
  • Cross-Functional Skills: Proven ability to manage multiple concurrent proposals under tight deadlines and collaborate effectively with technical, legal, and sales teams.
  • Education: Bachelor's degree in Business, Engineering, or a related field.
  • Willing and able to get a security clearance as supported by business needs.

Preferred Qualifications

  • Broad knowledge of Salesforce applications.
  • APMP and/or Shipley certification.
  • Experience with proposal management software (e.g., GovWin, RFPio) and familiarity with AI tools for content generation or workflow automation.
  • Experience supporting agencies such as the DoD, DHS, or civilian agencies.

At Salesforce, we believe in equitable compensation practices that reflect the dynamic nature of labor markets across various regions. The typical base salary range for this position is $117,400 - $177,600 annually. The range represents base salary only, and does not include company bonus, incentive for sales roles, equity or benefits, as applicable.
