Provides executive-level administrative, scheduling, meeting, reporting, research, and project coordination support to an Executive Advisor. Manages confidential HR, labour relations, records, budget, procurement, and Council-related matters. Acts as a liaison with internal and external stakeholders, mentors administrative staff, coordinates corporate initiatives, tracks action items, and supports process improvements while exercising discretion, sound judgment, and strong communication skills.

Provides financial analysis, forecasting, budgeting, utility rate modeling, reconciliations, and reporting for municipal utility services. Leads accounting activities, capital and operating budget planning, reserve and debt analysis, business process improvements, internal controls, regulatory compliance, and cross-departmental projects. Prepares business cases and presentations for senior management, committees, and City Council, while supporting stakeholders, coaching staff, and informing infrastructure investment decisions.

Administers public procurement, tendering, competitive bidding, and contract processes for municipal departments. Ensures compliance with procurement policies, trade agreements, legislation, and contract law; prepares bid packages, evaluates proposals, manages awards and contract records, and addresses contractor performance. Provides procurement guidance, reporting, training, and system support while maintaining fair, transparent processes and effective relationships with departments, vendors, contractors, and stakeholders.

Administers competitive and non-competitive procurement, tendering, contract awards, and contract execution for municipal departments. Ensures compliance with procurement legislation, trade agreements, policies, and contract law. Advises departments on procurement strategies, vendor relations, contract performance, and risk management. Supports procurement systems, reporting, training, records, compliance reviews, process improvements, inquiries, and departmental and vendor communications.

Provides strategic HR partnership and advisory services to organizational leaders. Responsibilities include labour and employee relations, collective agreement administration, performance coaching, recruitment, workplace investigations, attendance and accommodation management, workforce planning, policy development, compliance, and HR project leadership. The role also advises on risk mitigation, supports organizational change, and collaborates with managers, employees, unions, and HR specialists.

Develop and coordinate the City of Red Deer’s sponsorship program by identifying sponsorship assets, cultivating corporate and community partnerships, creating proposals, negotiating agreements, managing sponsor relationships, coordinating activations and fulfillment, and tracking revenue, budgets, forecasts, and performance. The role also supports sponsorship marketing, valuation, renewals, retention, and program improvement.

Provides strategic legal advice on labour and employment matters for the City of Red Deer. Manages complex labour arbitrations, Labour Relations Board and human rights proceedings, judicial reviews, and statutory appeals. Advises on collective bargaining, workplace investigations, occupational health and safety, human rights, employment standards, privacy, terminations, reorganizations, and non-unionized employees. Drafts and reviews policies, contracts, grievance resolutions, and termination documents while supporting broader Legal Services activities.
