Provides executive-level administrative, scheduling, meeting, reporting, research, and project coordination support to an Executive Advisor. Manages confidential HR, labour relations, records, budget, procurement, and Council-related matters. Acts as a liaison with internal and external stakeholders, mentors administrative staff, coordinates corporate initiatives, tracks action items, and supports process improvements while exercising discretion, sound judgment, and strong communication skills.

Provides financial analysis, forecasting, budgeting, utility rate modeling, reconciliations, and reporting for municipal utility services. Leads accounting activities, capital and operating budget planning, reserve and debt analysis, business process improvements, internal controls, regulatory compliance, and cross-departmental projects. Prepares business cases and presentations for senior management, committees, and City Council, while supporting stakeholders, coaching staff, and informing infrastructure investment decisions.

Administers public procurement, tendering, competitive bidding, and contract processes for municipal departments. Ensures compliance with procurement policies, trade agreements, legislation, and contract law; prepares bid packages, evaluates proposals, manages awards and contract records, and addresses contractor performance. Provides procurement guidance, reporting, training, and system support while maintaining fair, transparent processes and effective relationships with departments, vendors, contractors, and stakeholders.
