Lead the NIC curriculum modernization, e-learning development, and instructor-led training revision task order. Serve as the Government’s primary point of contact, direct contractor personnel, supervise technical efforts, manage performance, quality, efficiency, and business processes, and address contractual, programmatic, and resource issues. This remote position is contingent on contract award.

Design and develop highly interactive CBT/WBT using ADDIE and SAM. Build courses with Storyline/Captivate/Lectora, ensure Section 508, SCORM/xAPI, and LMS compliance, collaborate with SMEs to translate tactical aviation/maritime safety procedures, and lead needs analysis through evaluation.

Build and maintain enterprise learning analytics frameworks, executive dashboards, and compliance reports for the FDA learning ecosystem. Reconcile learning records across systems, validate training transcripts, resolve data discrepancies, monitor intake and completion metrics, and produce audit-ready reporting. The role requires advanced Power BI, Tableau, SQL, and ServiceNow analytics expertise, along with LMS reporting knowledge and experience supporting data integrity and business intelligence initiatives.

Provide senior technical governance and administration oversight for the FDA enterprise LMS ecosystem. Lead platform optimization, interoperability and integration planning, release management, catalog architecture, metadata governance, and modernization efforts. Develop migration plans and readiness reviews while ensuring learning materials, metadata, and completion records remain portable, accessible under Section 508, and compliant with SCORM/xAPI, federal records retention, cybersecurity, and data integrity standards.

Provide regulatory and scientific expertise to validate, design, and enhance specialized training for FDA regulatory reviewers and scientific personnel. Collaborate with instructional designers to translate regulatory frameworks, scientific methods, decision-making models, and statutory requirements into accurate case studies, simulations, and role-based training. The role requires an advanced degree, at least seven years of relevant experience, strong regulatory knowledge, and experience developing or validating technical courseware.

Leads enterprise-wide FDA learning and workforce development contract performance as the primary executive interface. Oversees scope, schedule, budget, quality, risk, staffing, governance, and task execution across workforce development, scientific development, and learning systems. Develops program plans, integrated schedules, quality control plans, and status reports while coordinating multidisciplinary teams and aligning services with federal modernization goals.

Provides administrative and coordination support by scheduling meetings, preparing agendas, minutes, and executive correspondence, tracking deliverables, handling ad hoc requests, and supporting office operations. The role also tests, audits, and remediates digital learning materials, documents, games, and web assets for Section 508 and HHS quality compliance. Work is mostly remote with periodic on-site presence in Silver Spring, Maryland.

Designs, develops, maintains, and evaluates web-based and instructor-led security training for a federal client. Responsibilities include applying ADDIE, conducting training needs analyses, creating course designs and storyboards, developing assessments, maintaining curricula, supporting beta testing, ensuring quality, and aligning learning products with organizational goals and Department of Defense standards. The role also requires client partnership and leadership of instructional development projects.

Manage and execute project plans for DHS/CBP training and support services, maintain schedules and risk mitigation, monitor staff performance, ensure deliverables meet government quality standards, and communicate project health to stakeholders.

Define architecture and lead development of an AWS-hosted, secure web portal. Write high-performance secure code, lead DevSecOps and database integrations, conduct code reviews and query optimization, ensure DHS/CBP security compliance, mentor developers, and translate product requirements into technical designs.
