Designs classroom, virtual, eLearning, and blended-learning materials for classified DoD counterintelligence and security operations training. Conducts needs, task, and performance-gap analyses; develops objectives, scenarios, storyboards, instructor guides, assessments, and courseware. Collaborates with SMEs, government stakeholders, multimedia developers, and eLearning specialists while ensuring COE accreditation, JCITA policy, quality assurance, and delivery requirements.

Oversee daily contract operations, contractor supervision, government liaison activities, staffing continuity, deliverable submissions, scheduling, performance management, and compliance across Quantico and Landover sites. Ensure training mission priorities are coordinated, contractual deadlines are met, personnel maintain required security and SCIF protocols, and operational risks are promptly addressed.

Designs and modernizes USPTO training curricula by creating storyboards, scripts, and interactive assessments for 25 eLearning modules. Translates complex technical, legal, and regulatory documents into clear course flows while collaborating with development teams. The role is fully remote, supports a federal client, and is contingent on contract award.

Leads modernization of the USPTO training curriculum by analyzing 125 courses, consulting with subject-matter experts, revising pedagogy, and creating an overall curriculum blueprint. The role requires expertise in instructional design, adult learning, gamification, AI-assisted instruction, classroom technology, and federal contracting. The position is fully remote and contingent on contract award.

The Program Manager / Lead Liaison will serve as the primary USPTO contact while leading modernization of federal training curricula. Responsibilities include managing a strict three-month schedule, coordinating multiple Agile development teams, organizing USPTO SME availability and reviews, and overseeing a portfolio of more than 120 course revision projects. The role requires experience with federal training and eLearning contracts, government contracting environments, and rapid multi-team development workflows.

Designs and revises instructional systems, curriculum, eLearning, training aids, assessments, and evaluation strategies for law enforcement and other professional audiences. Conducts training needs analyses, job and mission analyses, SME interviews, observations, and validation studies. Develops learning objectives, course content, instructor materials, tests, and evaluation systems, while maintaining curriculum in learning management systems and recommending improvements. The role is onsite five days per week in Laurel, Maryland.

Develop, maintain, and deploy SCORM/xAPI-compliant eLearning and web applications; translate instructional designs into interactive courses; integrate multimedia; ensure accessibility (Section 508/WCAG) and secure coding; test/stage/deploy across platforms; provide technical support and documentation; advise instructional staff and serve as SME. Must work onsite and hold current SECRET clearance.
