Performs traffic impact, signal warrant, intersection, safety, bicycle, and pedestrian studies. Provides technical guidance, quality control, client and agency representation, project leadership, and mentorship to junior engineers.

Perform electrical design and coordination for military, airfield, and site projects in the Indo-Pacific. Develop plans, specs, charrette reports, perform electrical system analysis, support construction, and assist business development and RFP responses. Travel ~15–20% and work onsite in Guam.

Lead and scale an enterprise program management practice: develop strategy, tools, governance, and staffing; drive business development; provide executive oversight of major capital programs; improve delivery performance and mentor program teams across markets.
