Leads strategic communications for DOT IT programs, governance, portfolios, policies, and enterprise initiatives. Develops communications plans, executive correspondence, policies, briefings, presentations, graphics, infographics, and plain-language content. Manages websites, SharePoint, Google Sites, repositories, mailboxes, templates, glossaries, stakeholder communications, training events, and workforce meetings. Tracks communications metrics and supports organizational change, reporting, risks, and task-order deliverables while translating complex IT, financial, and policy concepts for technical and non-technical audiences.

Researches, writes, edits, designs, and publishes IT governance, policy, financial management, and business process documentation for DOT OCIO. Creates executive presentations, graphics, infographics, and web content; manages repositories, document reviews, version control, accessibility, branding, and publication workflows. Collaborates with subject matter experts and stakeholders to translate complex information into clear, accessible communications for internal and external audiences.

Leads federal IT governance, enterprise architecture, CPIC, PPBE, portfolio management, and IT financial-management activities. Aligns mission strategy, architecture, investments, budgets, acquisition plans, and performance. Evaluates IT investments, develops roadmaps and architecture artifacts, analyzes cost and risk, supports federal reporting, facilitates governance boards, and prepares executive briefings and recommendations. Provides technical leadership and mentors junior staff.

Develop and maintain low-code applications, automated workflows, dashboards, and reporting solutions using Microsoft Power Platform and Microsoft 365. Gather business requirements, analyze processes, configure SharePoint, document solutions, support testing and deployment, and contribute to governance, security, compliance, and application lifecycle management. Collaborate with program leaders, subject matter experts, project teams, and stakeholders to modernize operations and improve service delivery.

Support design and implementation of a federal records management program: define requirements, develop policies and procedures, manage inventories, file plans, and dispositions, configure electronic controls, coordinate paper records facilities, train liaisons, and create communications and training to sustain compliance.

Serve as a client-facing privacy subject matter expert supporting federal program officials to prepare, review, and update privacy compliance documentation (PTAs, PIAs, SORN, ISAA, PRA assessments). Liaise with agency privacy offices, communicate risks and mitigations to stakeholders, recommend process improvements, and produce reports, briefings, and implementation artifacts to support agency privacy programs.
