Serves as the primary HR liaison for managers, providing guidance on employee relations, performance management, policies, compliance, investigations, and difficult conversations. Supports HRIS processes, manager training, performance reviews, employee engagement initiatives, surveys, and clinic visits. Communicates HR updates, maintains confidential records, ensures labor-law adherence, and contributes to HR projects and process improvements.

Performs front-office clerical duties, greets and checks in Medicare enrollment clients, answers phones, schedules appointments, conducts follow-ups, supports marketing events and outreach, distributes materials, responds to website inquiries, and follows HIPAA consent protocols. The role also provides exposure to health insurance sales and enrollment activities.

Designs and governs enterprise Zero-Trust security architecture across on-premises, clinic, and cloud environments. Leads IAM, endpoint protection, EDR, patching, network segmentation, security policy development, risk and vulnerability assessments, incident response, SOC coordination, and compliance with NIST and HIPAA. Mentors team members and liaises with external vendors and auditors.

Manage moderate-to-high complexity IT projects across infrastructure, cloud, network, and systems. Own project artifacts, vendor coordination (Rackspace, Palo Alto, Cisco, Azure), stakeholder engagement, BC/DR workstreams, clinic technology rollouts, budget tracking, and PMO standards. Support program leads and mentor coordinators.

Lead and operate the enterprise IT PMO, govern a complex portfolio (infrastructure, EHR/Epic, AI), establish governance and reporting, supervise PMO staff, manage vendor relationships, and ensure portfolio delivery on scope, schedule, and budget while aligning to organizational goals.

Lead full-stack development of scalable EHR systems using TypeScript, React, and NextJS. Architect APIs and secure identity solutions (OAuth/SAML/OpenID), optimize PostgreSQL and MS SQL Server schemas and queries, enforce containerized deployments (Docker) and CI/CD, mentor engineers, integrate FHIR/HL7 interoperability, collaborate with clinical and operations teams, and ensure HIPAA-compliant, production-grade delivery.

Lead and execute organization-wide communications and PR strategy for NEMS. Manage media relations, draft press materials, own communications and social media calendars, coordinate press distribution, build media/influencer lists, monitor coverage and metrics, produce content to drive engagement and brand visibility, and present insights to leadership. Support stakeholder relationships and crisis or media inquiries. Bilingual English and Cantonese required.

Perform healthcare data research, analysis, and reporting focused on Epic Tapestry and managed care measures (HEDIS, P4P, HCC/RAF, PMPM). Develop BI reports/dashboards, present insights to stakeholders, handle ad hoc requests, and obtain required Epic and data-model certifications.

Build and maintain full-stack, scalable healthcare software using TypeScript, React, and NextJS. Design and integrate RESTful APIs and healthcare standards (FHIR, HL7), manage databases (Postgres, MS SQL), containerize with Docker, collaborate via Git/BitBucket, implement OAuth security patterns, and deliver production-ready, HIPAA-aware services.
