Leads overall Task Order performance as the single accountable manager, serving as the primary liaison with Government stakeholders. Directs cross-functional, multi-location teams; oversees contractual delivery, program plans, schedules, governance, quality assurance, risks, issues, dependencies, cost, and performance reporting. Requires active Top Secret clearance with SCI eligibility, a relevant master’s degree, 5+ years of comparable program or contract management experience, adaptive Agile or hybrid methodologies, and PMP, PgMP, or equivalent certification.

Develop and maintain full-stack applications using Java, Spring Boot, Angular, and/or React. Build secure REST APIs, microservices, and cloud-native applications across AWS and Azure. Collaborate in Agile and DevSecOps teams, supporting application modernization, integration, testing, CI/CD, performance optimization, production deployments, and secure development practices for federal systems.

Develops compliant technical proposals, RFP/RFI responses, SOWs, narratives, executive summaries, solution descriptions, past performance sections, and compliance matrices for U.S. state and federal government projects. Collaborates with technical SMEs and project stakeholders to translate complex information into persuasive content. Edits, formats, proofreads, and maintains proposal templates, documentation libraries, and version control using tools such as Microsoft Word, SharePoint, Confluence, and Visio.

Design, build, and operate Databricks-based data and AI platforms using Medallion Architecture, Spark, Delta Lake, and scalable ELT pipelines. Integrate enterprise systems, implement data quality and monitoring, enforce governance and security, manage cloud data lakes, and enable ML/AI workflows with MLflow. Maintain documentation, conduct code reviews, train stakeholders, and report progress against project milestones.

Design, develop, test, and maintain secure Python backend services and REST APIs (Flask/FastAPI). Integrate with relational and NoSQL databases, support CI/CD and containerized deployments (Docker/Kubernetes) on AWS, follow DoD secure-coding standards, troubleshoot production issues, create technical documentation, and collaborate with frontend and AI/ML teams throughout the software development lifecycle.
