Develop, modernize, and support enterprise GIS applications for Baltimore County. Upgrade an ArcMap Add-In to ArcGIS Pro using C# and Python; work with ArcGIS Server, APIs, databases, and web technologies; create SQL objects and reports using SSRS and Power BI; gather requirements, troubleshoot systems, perform testing and tuning, and provide documentation, technical guidance, and knowledge transfer.

Design, build, and operate Databricks-based data and AI platforms using Medallion Architecture, Spark, Delta Lake, and scalable ELT pipelines. Integrate enterprise systems, implement data quality and monitoring, enforce governance and security, manage cloud data lakes, and enable ML/AI workflows with MLflow. Maintain documentation, conduct code reviews, train stakeholders, and report progress against project milestones.
