Provides backup support to the Noise Information Office, coordinates communications across airport functions, supports media events and on-call activities, and manages corporate publications while safeguarding organizational reputation.

Manages multidisciplinary mechanical engineering design and construction projects at two major airports. Oversees contractors and consultants, project scope, quality, schedules, budgets, design reviews, construction administration, inspections, regulatory compliance, and mechanical systems standards. Serves as a technical advisor and Contracting Officer’s Technical Representative, coordinating with engineers, architects, airport stakeholders, code officials, and leadership across capital improvement programs.

Manages the Project Controls and Management Department, overseeing staff and consultants responsible for construction scheduling, estimating, budgeting, cost and schedule controls, reporting, information systems, asset capitalization, and capital program development. Develops policies, forecasts project performance, supports executive engineering leadership, reviews purchase requests, negotiates change orders, and serves as a Contracting Officer’s Technical Representative. Supervises personnel, manages department operations, and ensures engineering and construction projects meet financial, schedule, compliance, and reporting requirements.

Manages Automated People Mover system expansion projects from long-term planning and design through construction support, testing, commissioning, and operational transition. Coordinates multidisciplinary engineers, architects, contractors, vendors, and airport stakeholders; reviews designs and technical submittals; develops APM standards and requirements; provides technical guidance; administers consulting contracts; and serves as a Contracting Officer’s Technical Representative. The role also supports ORAT, regulatory compliance, and airport operational readiness.

Controls aircraft and vehicles on airport ramps and taxi lanes, provides taxi and push-back instructions, dispatches mobile lounges, assigns remote parking, and coordinates with FAA, airlines, and airport departments. Maintains operational records, reports hazards, supports emergencies and security breaches, and coordinates vehicle maintenance. The role operates continuously in a 24/7 airport environment, including nights, weekends, holidays, recalls, and emergency holdovers.

Manages electrical engineering projects for airport capital construction and maintenance programs from planning and design through construction, commissioning, and closeout. Provides technical direction, reviews consultant and contractor work, develops requirements and specifications, administers contracts as a COTR, supports construction administration, coordinates testing and commissioning, and advises stakeholders on electrical infrastructure, power distribution, lighting, emergency power, controls, and fire alarm systems.

Direct pedestrian and vehicular traffic and enforce parking regulations at DCA or IAD. Issue citations, monitor TNCs, arrange towing, assist police during incidents, provide courtroom testimony, perform patrols, and complete related administrative and equipment duties. Attend training and may help train new TCOs.
