The Senior Accountant owns significant portions of the month-end close and financial reporting process. Responsibilities include journal entries, account reconciliations, financial statement preparation, variance analysis, management reporting, audit support, bank reporting, and FASB implementation. The role also improves reporting automation and internal controls, partners with IT and stakeholders, reviews junior staff work, and explains financial results to management.

Reviews disaster recovery project documentation for compliance with CDBG-DR, CDBG-MIT, HMGP, FEMA, and PRDOH requirements. Validates eligible costs, procurement, environmental records, labor compliance, match payments, duplication of benefits, and national objectives. Maintains project files, retrieves documentation from COR3 and FEMA systems, conducts eligibility reviews, and submits findings and recommendations to management. The role requires bilingual English-Spanish communication, local Puerto Rico residency, and federally funded grant auditing experience.

Administers federally funded FEMA grant programs by processing applications, reimbursements, reporting, documentation, eligibility reviews, procurements, monitoring, audits, and closeouts. Provides technical assistance to applicants and subrecipients, validates project records and costs, ensures regulatory compliance, maintains policies and procedures, and supports project validation and program delivery. Requires bilingual English and Spanish communication and familiarity with federal, state, and local grant requirements.

Reviews CDBG-DR applications for completeness, accuracy, eligibility, and regulatory compliance. Communicates with applicants, supports intake and program promotion, resolves documentation issues, manages a high-volume caseload, performs calculations, and provides timely customer service. The role also supports reporting, monitoring, applicant consultation, process improvement, and other case-management project activities.

Manages FEMA Public Assistance grants from application and award through reimbursement, monitoring, reporting, audit response, and closeout. Reviews eligibility, reconciles documentation, conducts procurements and subrecipient monitoring, maintains project records, addresses compliance issues, and supports applicants with grant policies and procedures. The role requires bilingual English and Spanish communication, familiarity with federal and state regulations, and office-based collaboration in Guaynabo, Puerto Rico.

Corps members will coordinate emergency operations, conduct needs assessments, manage logistics, and are prepared for rapid deployment during disasters.

Manage full lifecycle of FEMA Public Assistance grants: applications, reimbursement requests, eligibility reviews, recordkeeping, subrecipient monitoring, procurements, audits, closeouts, and provide technical guidance to recipients and management.

Lead implementation of a multi-year Rural Health Transformation Program: develop strategy, manage grant compliance, timelines, budgets, and stakeholders; supervise project staff; analyze program data and produce reports; ensure audit readiness and translate analytics into actionable recommendations. Must reside in Vermont and travel as needed.

Support the Project Manager by reviewing CDBG-MIT applications, conducting risk assessments, coordinating project documentation and compliance, performing environmental and construction reviews, preparing reports and presentations, and ensuring timely submission of deliverables to PRDOH.
