IEM is looking to bring on Full Time- Project Manager to join our Disaster Recovery Program Management team. The Project Manager will provide technical and engineering oversight for HOME ARP development projects in coordination with PRHFA, supporting the Program Manager throughout the process. 

Primary Location:

  • Live within a commutable distance to Guaynabo, Puerto Rico 
  • Work will take place either in the field, in an office environment, or from a personal location and will depend on the need of the project. 

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings. 

Essential Functions:

  • Support the Program Manager by providing technical and engineering oversight for HOME ARP development projects in coordination with PRHFA.
  • Serve as the primary technical liaison between PRHFA, IEM, developers, design professionals, contractors, subrecipients, and internal engineering teams.
  • Oversee projects from pre development through construction completion and closeout, ensuring engineering integrity, quality control, compliance with design documents, and adherence to project schedules and scopes.
  • Conduct on site construction and rehabilitation monitoring with an engineering focus, verifying workmanship, materials, installation methods, and adherence to approved construction documents.
  • Coordinate the activities of the Construction Oversight Monitor, ensuring proper execution of engineering inspections both in the field and at the desk review level.
  • Review monitoring reports, compliance assessments, and corrective action plans; provide technical guidance, engineering feedback, and training to monitoring staff.
  • Perform detailed reviews of plans, drawings, specifications, scopes of work, cost estimates, construction budgets, cost reasonableness analyses, and architectural/engineering documentation to ensure compliance with approved materials, engineering standards, HOME ARP requirements, and local building codes.
  • Verify and approved HOME ARP budgets, executed agreements, technical specifications, and PRHFA requirements.
  • Review and recommend approval of draw requests, payment certifications, budget revisions, change orders, amendments, and closeout documentation, ensuring technical accuracy and cost justification.
  • Verify construction progress through engineering assessments to support payment requests, drawdowns, and change orders.
  • Prepare detailed engineering inspection and monitoring reports with comprehensive photographic documentation.
  • Monitor compliance with technical and regulatory requirements including HOME ARP regulations (24 CFR Part 92), environmental conditions, health and safety requirements, the Puerto Rico OSHA approved State Plan, and applicable federal cross cutting engineering and construction standards.
  • Use standardized technical monitoring tools, including HQS checklists, Property Standards forms, and engineering progress tracking tools.

 Minimum Qualifications:

  • Experience: Two to Three (2-3) years of project management experience or providing similar services in housing or development programs (HOME/HOME-ARP, LIHTC, HTF, or publicly funded housing projects)
  • Degree: Bachelor’s degree in Architecture, Engineering, Construction Management, Planning, Public Administration or related field.
  • Language: Bilingual (English and Spanish) 

Preferred Qualifications:

  • Degree: Masters degree in Architecture, Engineering, Construction Management, Planning, or Public Administration.
  • Experience with federally funded housing development projects
  • Professional license or certification related to architecture, engineering, or construction (Puerto Rico)
  • Familiarity with construction budgeting, change orders, and development closeout.

  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
