IEM is looking to bring on a Full Time- Compliance Specialist II who, under general supervision from the Program Manager, will develop and monitor centralized procurement and contract administration compliance processes, and small business participation in the procurement/solicitation process. The incumbent may be called upon to provide support and assistance to address issues and concerns outside areas of assignment.
Primary Location:
- Candidate must live a commutable distance to San Juan, PR
- This is an in-office role and candidates must be willing to commute to the office.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.
Essential Functions:
- Demonstrate strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
- Create effective monitoring tools to ensure compliance with Federal program requirements.
- Conduct reviews for all contracts and contract requests prior to award of contracts for compliance requirements.
- Provide high-level technical/administrative guidance on work requirements and methods.
- Conduct (or manage the process for) the evaluations of proposals, offers and bids in accordance with internal policy and external local, state and federal regulations while selecting the best supplier in accordance with solicitation requirements.
- Assure all invoices are audited for compliance with contract terms and supervise contract closeout.
- Write and review action items and policy guidance going before the leadership on solicitations, contract awards and modifications.
- Make recommendations on policies and procedures as needed to ensure the success and compliance of all federal fund related activities.
Minimum Qualifications:
- Experience: Three (3) years legal experience including contract development, negotiations, and appeals, programmatic compliance, reviewing policies and procedures to ensure compliance with local, state, and federal rules and regulations.
- Degree: Juris Doctor degree from an accredited college or university.
- Bachelor's degree from an accredited college or university in accounting, finance, business or public administration, legal or closely related field.
- Experience working with government entities.
- An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered
Preferred Qualifications:
- Familiarity with contract management and with the entire process of requests for proposals is highly desirable.
- Experience in a public organization.
