Provides legal research, opinions, and advice to the City across municipal law, litigation, employment, and public safety. Responsibilities include prosecuting municipal violations, representing the City in hearings and litigation, reviewing public-records requests, supporting employee disciplinary matters, drafting ordinances and contracts, and training departments. The role requires maintaining Texas bar licensure, meeting CJIS access qualifications, and completing continuing legal education.

Leads Arlington’s arts, culture, and events strategy, including cultural district development, festivals, public art, performances, special events, and outdoor programming. Oversees event coordination, arts grants and reporting, public art initiatives, budgets, consultants, contractors, staff, and community partnerships. The role also manages departmental events, supports third-party events, improves processes, and coordinates with city departments, vendors, media, and the public.

Develops, implements, and promotes onsite and offsite library programs based on community needs; provides reference services; leads facility shifts handling customer service, security, cash, and staffing; manages volunteers; participates in collection management, policy and program development, and special projects.

Provides strategic HR consulting to assigned City departments on employment law, policies, benefits, compensation, classification, training, employee relations, payroll, leave, injuries, performance, and retirement matters. Researches and develops HR programs, analyzes data, prepares reports and presentations, facilitates training and focus groups, and supports organizational design and workforce initiatives while maintaining confidentiality.

Manages department-wide strategic initiatives, special projects, data analytics, performance measurement, accreditation, grants, sponsorships, partnerships, and innovation efforts. Leads cross-functional planning, process improvement, benchmarking, funding strategies, contract administration, stakeholder engagement, and responsible implementation of AI and automation. Supervises staff, develops strategic and financial plans, supports CAPRA accreditation, and provides dashboards, reports, and recommendations to advance parks and recreation services.

Provides foundational administration and support for enterprise applications, including troubleshooting, configuration, reporting, integrations, data validation, documentation, testing, upgrades, user training, and vendor coordination. Assists business units with requirements gathering and process improvement while participating in on-call support and learning assigned technologies.

Leads Arlington’s efforts to attract targeted companies, vendors, and suppliers; develops outreach strategies, manages business prospecting and trade show engagement, and promotes Arlington as an investment destination. Oversees legislative monitoring and advocacy with Texas policymakers, analyzes economic and regulatory trends, prepares reports for leadership and city officials, manages attraction programs, and builds relationships with businesses, stakeholders, and community leaders. Travel, including possible international travel, is required.

Performs address research and assignment for development projects, reviews plats and legal descriptions, maintains planning records and databases, prepares reports and public meeting materials, processes open records requests, responds to public inquiries, and supports planning boards, commissions, and city officials. The role also handles notices, correspondence, scheduling, meeting minutes, filing, and general administrative duties while meeting legally mandated deadlines.

Provides administrative support for grants management, including application and agreement processing, document preparation, tracking, reporting, data entry, financial transaction support, records retention, website and portal maintenance, scheduling, correspondence, and public inquiries. Ensures compliance with HUD and city requirements while coordinating with internal teams, grant recipients, and external partners.

Develops and submits grant proposals for the City of Arlington by researching funding sources, coordinating with departments, managing deadlines, preparing compliance reports, and maintaining grant calendars. Builds relationships with funders, supports municipal departments and nonprofit partners, develops presentations and training, and ensures accurate submission of required applications and documentation.

Provides legal assistance to the City under supervision, including prosecuting municipal violations, conducting legal research, representing the City in hearings, supporting civil litigation and employee disciplinary matters, reviewing public records requests, drafting ordinances and contracts, and delivering legal training. Maintains a Texas law license, completes continuing legal education, and meets CJIS access qualifications.

Supports Arlington’s Safe Routes to School Master Plan and demonstration projects through roadway safety data collection and analysis, review of safety recommendations, public engagement, and creation of presentations and informational materials. The role requires 10–20 hours weekly during normal working hours and involves collaboration with schools, neighbors, city employees, and other stakeholders.

Oversees planning staff and manages long-range and current planning projects. Coordinates comprehensive plans, zoning cases, development applications, variances, ordinance revisions, consultant contracts, budgets, public engagement, and interdepartmental initiatives. Reviews plans for regulatory compliance, prepares staff reports, presents recommendations to boards and City Council, provides technical planning guidance, and supervises professional teams. The role also evaluates demographic, zoning, economic, geographic, historic, and infrastructure data using GIS and related tools.

Process and document incoming prisoners, monitor inmate behavior via video surveillance, escort and restrain inmates when necessary, perform booking tasks (fingerprinting, photographing, searching), maintain jail facility and inmate welfare, administer intoxilizer tests, assess medical needs and arrange transport, and provide peer training as required.

Provide on-site support for recreational leagues by supervising games/practices, operating scoreboards, enforcing rules and ordinances, assisting officials, handling participant inquiries and incidents, maintaining facility safety and cleanliness, and preparing required documentation.

Coordinate administrative and technical functions for construction contracts and procurement, including preparing and administering contracts, developing bid specifications, processing purchase orders, coordinating pay applications, maintaining project documentation, and using Workday and e-Builder to facilitate vendor payments and project budgeting. Provide administrative support, assist process improvements, and ensure compliance with municipal and AIA contract requirements.

Administer, configure, and maintain enterprise applications; lead complex integrations, troubleshooting, and SDLC activities; build reports/dashboards; provide advanced user support and training; mentor junior staff; coordinate vendors; participate in on-call rotation and drive application improvements.
