JOB SUMMARY


Under general supervision the Arts, Culture, and Events Manager serves as the strategic leader responsible for planning, developing, and activating a world-class cultural district, investing in the arts, supporting high level and citywide special events anchored by major destinations such as the National Medal of Honor Museum, AT&T Stadium (home of the Dallas Cowboys), Globe Life Field (home of the Texas Rangers), Six Flags Over Texas, Arlington Museum of Art, and E-Stadium Arlington.


ESSENTIAL JOB FUNCTIONS:

  • Strategic cultural leadership developing and implementing a comprehensive arts and culture strategy aligned with Arlington’s economic development and tourism goals. Position the Entertainment District as a year-round cultural destination.
  • Curate, procure, plan, implement and oversee signature festivals, public art, performances and immersive experiences. Activate public spaces between venues, develop cross-venue programming and ensure consistent programming beyond peak sports/tourism seasons.
  • Develop, create and oversee current special events within the Parks, Recreation and Culture Department including, but not limited to Light Up Arlington, Daddy Daughter Dance, Christkindl, Oktoberfest and smaller events such as project dedications and ground breakings, plus support 3rd party events as needed.
  • Direct liaison to the Texas Commission on the Arts, satisfying cultural district requirements including but not limited to annual reporting and implementing grant development and non-traditional revenue for art. Lead the Public Art Committee for continuity and continued support of art with the Parks, Recreation and Culture Department and represent the department to the city in the arts and culture realm.
  • Oversee the coordination of all major events in outdoor spaces such as tournaments, festivals, parades, concerts including, but not limited to, venues like Levitt Pavilion, Richard Greene and Robert Cluck Linear Parks, Athletic Facilities and River Legacy.
  • Oversee budget implementation for the Arts and Culture Division. Operate an integrated computer system and the city's mainframe financial query system

OTHER JOB FUNCTIONS:

  • Solve problems through the use and application of various process improvement tools and methods: ability to facilitate process teams to develop and recommend improvements.
  • Work in a team atmosphere and participate in a variety of departmental and City-wide committees to enhance the provision of all City services.
  • Manage and coordinate the work of technical consultants and/or contractors.
  • Communicate with department director, assistant director, employees, volunteers, other departments, program participants, companies, community organizations, vendors, the public, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of City ordinances, rules, and regulations pertaining to public facilities, open space, and rental procedures.
  • Knowledge of ADA standards and its effect on building operations and recreational programming. Knowledge of the principles, rules and materials of recreation and fitness activities.
  • Knowledge of accounting, revenue tracking, and budget-making principles and procedures. Knowledge of Hospitality Services preferred.
  • Skill in oral and written communication Skill in office management principles Skills in managing multiple tasks.
  • Skill in communicating with city employees and the public by oral and written means. Skill in managing, training, and evaluating a customer-oriented staff.
  • Ability to be used as a resource by other staff members.
  • Ability to analyze and report on key budgetary and program measures.
  • Ability to foster a cooperative work environment with multiple crews, reporting sites, internal divisions, and external user groups.
  • Ability to effectively communicate orally and in writing to ensure effective relations with City staff and the public.
  • Ability to determine facility maintenance needs and repairs and implement recommendations to solve. problems
  • Ability to determine needs of citizens and develop solutions to customer service requests.
  • Ability to plan, organize, train, develop and monitor subordinate employees and their work assignments. to accomplish unit objectives
  • Ability to prepare, track and reconcile annual budget.
  • Ability to plan, organize and evaluate recreational programs.
  • Ability to understand concepts and perform calculations involving fractions, decimals, and percentages. for determining costs involved in new programs
  • Ability to prepare accurate financial records, activity reports and annual budget requests.
  • Ability to develop alternative solutions to problems, to evaluate courses of action and to reach appropriate decisions
  • Ability to perform a variety of physical skills including but not limited to seeing, calculating, carrying, and entering data on a personal computer
  • Ability to operate a motorized vehicle.
  • Ability to lift or exert forces equivalent to lifting up to 50 pounds.
  • Ability to operate a variety of office equipment including but not limited to a personal computer, calculator, telephone, fax machine and copier
  • Ability to work occasionally in an outdoor environment.
  • Ability to respond to after-hours calls and emergencies as they arise.

Qualifying Education and Experience:

  • Bachelor's degree in Parks & Recreation, Physical Education, Management, Hospitality Management, or a related field four years of experience in event management with at least three years of experience in a supervisory position. Equivalent combination of experience/education will be considered.
  • Possession of a valid Texas Operator's License, Class C.
  • Must possess or obtain CPR/AED certification within three (3) months of start date.   

Preferred Qualifications

  • Masters degree in Parks & Recreation, Physical Education, Management, Hospitality Management, or a related field is preferred.
