Lead and deliver multiple SOW-based IT projects for MoDOT, manage schedules, RAID logs, testing gates, reporting, onboarding, transition activities, and ensure compliance with ADA/Section 508 and client acceptance processes.

Maintain and develop the TMS integration and API layer: support REST/SOAP services, WCF and .NET APIs, Oracle batch processes, and external interfaces (MoCARS, ERP, FHA XML). Serve as the senior technical authority for NAVSUP Enterprise Web: lead architecture, design, and development of enterprise web applications; drive UX prototyping; translate stakeholder requirements; chair technical working groups; mentor developers; own technical risk and act as primary technical liaison to the COR.

Lead contract delivery for MoDOT TMS maintenance and support: oversee operations, SOW portfolio, staffing, budget, schedule, compliance, monthly reporting, and stakeholder relationships. Ensure 24x7 coverage, manage background checks, ADA/Section 508 and federal-funds compliance, and pre-qualify staffing without service gaps.

Design, configure, and validate IT/OT data integrations between shop-floor equipment and enterprise systems following ISA-95. Build reusable integration patterns using Solace, HighByte, Dell Boomi/MuleSoft, KEPServerEX, and MQTT/UNS; coordinate with IT/OT teams, support UAT, monitor integration health, and produce documentation and runbooks.

Senior Web Developer responsible for designing, building, and maintaining Navy enterprise web applications. Implement responsive, Section 508/WCAG 2.1-compliant front ends, develop RESTful APIs and integrations, participate in CI/CD and code reviews, contribute to architecture, and mentor junior developers in a federal environment requiring Public Trust clearance.
