The Operations Manager oversees FNFAO Family Reunification Homes, ensuring effective service delivery, policy compliance, safety, and daily operations. The role manages staffing and HR coordination, including recruitment, onboarding, performance monitoring, payroll support, employee inquiries, complaints, grievances, and personnel meetings. The manager also supports strategic planning, stakeholder relationships, and organizational effectiveness while coordinating with AMC’s HR department.

Provides advocacy and case management for First Nations families navigating the Child and Family Services system and working toward reunification. Develops family goals, coordinates internal and external resources, facilitates assessments, maintains client records, supports parenting and wellness, and advocates during court and legal proceedings. Builds relationships with parents, caregivers, collaterals, and community partners while ensuring confidentiality and compliance with program policies.

Facilitates educational, therapeutic, language revitalization, and wellness programming for First Nations families. Develops individualized learning plans, coordinates facilitators and knowledge keepers, conducts meetings and workshops, monitors participant progress, maintains records, prepares reports, and supports continuous program improvement. The role serves as the primary participant contact and promotes engagement, accountability, and progress toward individual goals.

Provides culturally appropriate, 24/7 support to First Nations families in reunification homes. Responsibilities include assisting with living skills, therapeutic activities, personal care, respite, family planning, relationship building, communication, and strengthening family and social support systems. The role promotes healthy families and positive parenting while requiring flexible hours, occasional travel, and collaboration with families and office staff.

Leads the organization’s finance and administrative functions, including accounting, payroll, budgeting, financial reporting, audits, treasury, risk management, internal controls, contracts, and payment authorization. Advises senior leadership and governing committees on financial strategy, funding requirements, debt retirement, and business decisions. Oversees finance staff recruitment and development, supports strategic and operational planning, and ensures compliance with funding and reporting requirements.

The role requires confidentiality, knowledge of Manitoba legal procedures, strong communication skills, Microsoft Office proficiency, a valid driver’s license, reliable transportation, and criminal record and child abuse checks.

Leads the First Nations Family Advocate Office, overseeing advocacy, navigation, public education, operations, strategic planning, budgets, funding, reporting, and child welfare reform initiatives. The role advances First Nations jurisdiction, analyzes legislation and policy, supports systemic change, represents the Assembly of Manitoba Chiefs, develops recommendations, and collaborates with child welfare authorities, research partners, leadership, and community organizations. Extensive travel and flexible hours are required.

Work with Manitoba First Nations to support restoration and customization of Sovereign Nations Family Laws related to children and families. Coordinate meetings, develop needs assessments and implementation plans, advise on governance, provide progress reports, liaise between First Nations and the First Nations Family Advocate Office, and support training, engagement, and reunification best practices. Travel and flexible hours required.

Lead AMC's internal and external communications, supervise communications staff, develop strategy and crisis plans, manage media relations, branding, budgets, and stakeholder engagement to promote the Grand Chief and organizational priorities.

Lead policy development and research for the First Nations Family Advocate Office, manage projects and proposals, analyze provincial/federal CFS legislation, produce briefs and reports, train and supervise policy staff, engage stakeholders, provide technical advice to leadership, and respond to urgent after-hours matters.

Leads economic development initiatives for First Nations by developing strategies, identifying investment and partnership opportunities, preparing funding applications and reports, coordinating projects, and presenting recommendations to leadership.
