Lead international capacity-development projects focused on tax and customs administration reforms. Build recruiting systems, pipelines, processes, and resource strategies; advise hiring leaders on talent markets and candidate assessment; improve candidate experience; coach managers; and use recruiting data to strengthen hiring outcomes and support organizational growth.

Leads enterprise-wide People Operations and culture strategy across a multi-entity, multi-state organization. Oversees talent acquisition, HR operations, employee relations, performance management, compensation, payroll, benefits, workers’ compensation, compliance, HR systems, analytics, and change management. Partners with executives and cross-functional leaders to build scalable processes, manage risk, support acquisitions and integrations, strengthen culture, and ensure a consistent employee experience.

Leads enterprise-wide architecture and complex software initiatives across digital pharmacy, fulfillment, and patient-care platforms. Designs scalable distributed systems, high-volume APIs, and reliable data architectures using AWS, PostgreSQL, Ruby on Rails, Python, TypeScript, and JavaScript. Mentors senior engineers, establishes engineering standards, drives performance and security improvements, evaluates technologies, and ensures HIPAA and SOC 2 compliance. Partners with product, engineering, pharmacy operations, and security teams while serving as a technical escalation point.
