The Office of the Assistant Secretary of Defense for Science and Technology (OASW(S&T)) within OUSD(R&E) directs the Department’s enterprise strategy to maintain enduring technological superiority across critical emerging capabilities and foundational research. S&T oversees the discovery, maturation, and operational transition of next-generation technologies—including quantum systems, advanced materials, biotechnology, trusted microelectronics, and directed energy. By synchronizing research investments across defense laboratories, warfare centers, academic institutions, and industrial partners, S&T ensures the rapid delivery of disruptive capabilities to the warfighter while establishing robust safeguards to protect national defense innovations and research ecosystems from adversary exploitation.
As the Director, Technology & Information Security, you will serve as the principal technical authority and Senior Foreign Disclosure Officer within the Science & Technology Program Protection portfolio. In this capacity, you will establish strategic vision and operational policies governing technology release, foreign disclosure, export control compliance, and information protection across all S&T programs. You will work across departmental boundaries—partnering directly with OUSD(A&S), OUSD(I&S), the Intelligence Community, and international working groups—to secure sensitive and classified research (spanning CTI/CUI to SAP/SCI) while enabling critical international collaboration and maintaining the integrity of the defense technology base.
The incumbent will serve as a critical leader responsible for all matters related to Technology Security and Information Security. As the Director, you will identify strategic gaps, provide strategic vision, and oversee the implementation of policies that govern technology release, foreign disclosure, and the protection of controlled information, ensuring the consistent application of security measures across the Department.
This position is covered by the Department of War (DoW) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The position is located in Washington, DC. The pay plan and broadband level for this role is NH-0343-IV. This role will close for submissions at 11:59pm on September 21st, 2026.
What you'll do here:
- Serve as the senior Foreign Disclosure Officer for the Office of the Assistant Secretary of War for Science and Technology (OASW(S&T)).
- Lead and represent R&E in all matters related to Technology Security and Information Security, identifying strategic gaps and providing a strategic vision for protection policies and guidance.
- Oversee and implement the strategic vision for technology security and information protection in support of Department leads for technology security/foreign disclosure (OUSW(A&S)) and information security (OUSW(I&S)).
- Prepare, coordinate, and disseminate key policies and documentation for technology security and information protection, working with key personnel across OUSW(R&E) and other Department organizations.
- Maintain effective liaison with Department of War Components, other government agencies, industry, and international technical groups, representing R&E in working groups for technology release and foreign disclosure.
- Provide recommendations on research and development needs to improve technology security processes and the management of controlled information.
- Performs other duties as assigned.
Qualifications
- A degree in physical science or engineering in one of the following relevant areas: computer science, electrical engineering, mechanical engineering, systems engineering, applied mathematics, cyber, operations research, or physics.
- Significant knowledge and experience delivering Department of War (DoW) relevant digital capabilities in support of the acquisition lifecycle, including experience designing, developing, or hardening digital capabilities (cloud-based or networked).
- Significant research or engineering experience, with a Department-wide, national, or international reputation in their field.
- Demonstrated knowledge of cutting-edge science and technology research and development.
- Demonstrated knowledge of the research, development, budget, and acquisition processes within a large federal entity or equivalent industry organization.
- Experience with engineering and technical standards such as Data Item Descriptions, Military Standards, and/or International Standards.
- Proven ability to effectively communicate with and brief executive-level leadership.
- Demonstrated ability to exercise mature managerial judgment and conflict resolution skills to solve problems and make sound decisions.
