Position Summary

Provides senior subject-matter expertise in Army training, requirements, concepts, and capability analysis. The SME evaluates how proposed concepts and capabilities affect individual and collective training, translates operational and capability-development requirements into training implications, and prepares executive-level recommendations that support development of the Army future force.

Primary Duties and Responsibilities
  • Analyze Army requirements, capability gaps, concepts, and DOTMLPF-P solution approaches to identify individual and collective training implications, dependencies, risks, and opportunities.
  • Review and assess Army concepts, requirements documents, capability-development products, learning demands, and supporting analyses for consistency with Army training doctrine, training strategies, and force-development priorities.
  • Assess the training feasibility and suitability of emerging capabilities, organizations, and operational approaches, including impacts to institutional, operational, and self-development training domains.
  • Support capabilities-based assessments, requirements-development activities, working groups, workshops, and senior-leader forums by providing training-focused analysis and recommendations.
  • Coordinate with capability developers, concept developers, training developers, Centers of Excellence, operational units, and other Army stakeholders to integrate training considerations throughout the Concepts-to-Capabilities process.
  • Develop executive briefings, issue papers, decision memoranda, staffing comments, and other products that clearly communicate training impacts and recommended courses of action.
  • Maintain task status, meeting notes, decision records, and inputs to recurring contract reports and applicable CDRL products.
Minimum Qualifications
  • 8+ years of relevant Army, Joint, DoD, or defense-industry experience in training, capability development, requirements, concept development, force development, or a closely related field.
  • Demonstrated knowledge of Army requirements and capability analysis, including the relationship among capability gaps, DOTMLPF-P solutions, and training requirements.
  • Knowledge of Army concepts and familiarity with Army individual and collective training systems, processes, and capabilities.
  • Strong oral and written communication skills, including demonstrated ability to prepare and present products for executive-level audiences.
Preferred Qualifications
  • Former Army training developer, capability developer, operations/training officer or NCO, doctrine developer, or comparable Army civilian/contractor experience.
  • Familiarity with the Army capability-development community and organizations responsible for concepts, requirements, training, experimentation, and force modernization.
  • DAU capability-development coursework, Army training-development education, or relevant professional military education.
Expected Work Products

Training-impact assessments; executive briefings; capability and requirements analyses; staffing comments and comment-resolution inputs; issue papers; meeting notes; plans, trackers, status updates, and recurring CDRL/monthly-report contributions appropriate to the assigned PWS task.

Performance Attributes

Exercises sound independent judgment; communicates effectively at the executive level; integrates operational, capability, and training perspectives; meets short suspense requirements; protects sensitive and classified information; and produces accurate, timely, staff-ready products requiring minimal Government revision.
