I. Job Summary

The Systems Security Administrator/Programmer oversees and coordinates all systems security needs for Wayne Memorial Hospital. Works in a security role offering support and guidance to all staff and users as necessary. The Systems Security Administrator/Programmer is the key resource for all applications throughout the organization. Serves as a liaison for customers and technical staff for software and related hardware security support issues. Will possess strong leadership skills, the ability to coordinate activities of multiple systems. Assures that proper training methods are used throughout the facility. Other requirements include the support of Meaningful Use and HIPAA requirements at WMH. Assists with support, maintenance, troubleshooting, and serves as the SQL, Forms Routing, print routing and FormFast representative. The Systems Security Administrator/Programmer is responsible for providing status information to the Information Systems Director as well as participating with the Information Management Functional Team for planning and problem solving throughout the facility. This person will be a TEAM oriented individual.

The Systems Security Administrator/Programmer must have strong leadership skills; decision making authority and knowledge of hospital policies, procedures and operations. Also must have excellent communication and organizational skills, respect of hospital departments, and working knowledge of all departments' location of equipment and LAN drops. Must be detail/results oriented and have the ability to train others effectively. Must be able to troubleshoot problems, make corrections, and keep a record log of problems for communications to McKesson. Unresolved problems or suspected errors could be detrimental to the Information Systems department as well as other departments throughout the hospital. Actively participates in system support and must have the ability to work effectively with other departments.

II. Duties And Responsibilities
  1. Run SQL reports for all hospital areas.
  2. Document and track all User Login Request Forms and Confidentiality Statements within WMH and also outside business partners.
  3. Guide staff through escalated problem resolution and other projects as
    necessary.
  4. Assure that project deadlines are met for all hospital installations and upgrades.
  5. Provide support to hospital staff in a timely, accurate and professional
    manner.
  6. Assist in the preparation, hardware and software upgrades, expansions and installations as requested by users and determined by proactive assessment of needs.
  7. Responsible for monitoring all security administration issues.
  8. Plan for implementation of network/server software and hardware as it applies
    to security.
  9. Seek out continuous self-improvement and completes professional self-growth opportunities.
  10. Assure the WMH systems are secure and maintained.
  11. Set up all hospital employees, physician offices, and business associates logins and passwords, maintaining privacy and security.
  12. Develop procedures to maintain security and protect systems from unauthorized use, acts of nature and user abuse. Works with Systems/Network Administrators in conjunction with SilverSky to guard against network vulnerability.
  13. Knowledgeable and supportive of WMH mission statement and values.
  14. Other duties as requested by Director.
  15. Employee will be required to be readily available to work during any weather related incidents or other natural disasters and/or any emergency situations that may arise.
  16. Employee authorization for access to EPHI is determined by job function and is under the direction of his/her Department Director or Nurse Manager.

Other Requirements:

  1. Perform upgrades to the Paragon/HPF systems software.
  2. Participate in development of Information Management goals and priorities.
  3. Maintain and support system security and patient confidentiality.
  4. Adhere to WMH annual employee requirements and organizational policies.
  5. Maintain open and successful customer and vendor communication.
  6. Develop policy and procedures for HIPAA security administration.
  7. Travel to off site training locations as necessary.
III. Education

A high school diploma is required. At least a technical diploma is required in areas such as Systems Administration Security Management. Education in Windows software, SQL, Windows Server Technology, Troubleshooting PCs and Networking is required. Certification in Windows is preferred. Must maintain continuing education as it relates to current technology.

IV. Qualifications And Experience

Must have worked in the electronics and/or computer field for at least two years.
Must have experience in System Security Administration, SQL, Networks, LAN Management, and all versions of Windows Operating Systems. Also experience in computer based systems including hardware and software is required. Other PC based software is preferred.
