Northrop Grumman Mission Systems Mission Defense Cyber Team has an opening for a systems engineer in the Cyber specialty discipline. As a Cyber Systems Engineer (CSE) supporting the Sentinel program based out of San Antonio, TX.
This position is a senior systems engineering CSSE leadership role. A Cybersecurity Systems Engineer (CSSE) will implement weapon system requirements to ensure cyber survivability attributes are implemented in system designs. In this role, you will demonstrate a broad skill set balanced between interpersonal and technical capabilities, with the ability to operate in a team environment and collaborate across the organization as required to accomplish team goals. You will provide Systems Engineering recommendations and be accountable for the planning and execution of Systems Security Engineering efforts for complex software and hardware airborne vehicle and ground systems. Work location will be on-site.
In this role the Sr. Staff Cyber Systems Engineer will
- Lead cyber systems engineering teams in execution of the statement of work, cost, schedule, and scope. Advise technical decision-making to ensure timely, high quality product deliveries and flight test events geared to meet mission requirements
- Partner and collaborate with the engineering leadership team and program to accomplish program requirements and meet mission objectives.
- Lead a team of specialized NGMS Cybersecurity Systems Engineers in the development and enhancement of the Sentinel system
- Ensure weapon system compliance with all contractually obligated cybersecurity standards and guidance, including but not limited to CNSSI 1253, DoD 8140/8570, DoD 8510, and AFI 17-101
- Prioritize, Develop and document technical standard engineering processes and procedures.
- Lead team reviews of technical content for engineering review boards related to requirements, models, design, quality, technical accuracy, and correctness prior to higher engineering review boards.
- Lead cybersecurity assessment activities, develop, review cybersecurity assessment methods, plans, procedures, and reports.
- Reporting metrics and progress toward program milestones, monitor adherence to cybersecurity-relevant plans and schedules; identify risks, and recommend solutions, such as allocation of resources or adapting to changing contractual specifications
- Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Cyber Security implementation
- Solve complex problems across disciplines in an Agile, DevSecOps environment
- Excellent communication (written and oral), negotiation and interpersonal skills
- Ability to calmly negotiate challenging program requirements, strategies, and conflicting equities among a large and diverse group of program stakeholders
- Proven experience in collaboration with program managers and System Program Office (SPO) customer representatives to meet program objectives
Basic Qualifications:
- Bachelor’s degree in Electrical Engineering, Computer Engineering, Computer Science, or other technical/science discipline with 14 years of relevant experience; Master’s Degree in Electrical Engineering, Computer Engineering, Computer Science, or other technical/science discipline with 12 years of relevant experience; PhD in Electrical Engineering, Computer Engineering, Computer Science, or other technical/science discipline with 10 years of relevant experience.
- Advanced knowledge of Systems Security Engineering practices, network technologies, DoD system development life cycles and methodologies, and insight into information technology infrastructure management/monitoring and applications
- Minimum 8 years proven experience managing in a Systems Engineering leadership role with schedule, cost and scope responsibilities. Experience in the planning, designing, implementation, testing, and delivery of a system with Cyber Systems Engineering requirements
- A current/active DoD Secret clearance
- The ability to obtain and maintain a DoD Top Secret w/SCI clearance is required.
- The ability to obtain and maintain a SAP is required.
- Possess IASAE II (CISSP) certification, and ability to obtain IASAE III certification within 6 months or less of hire, full DoD 8570 qualification in the IASAE III role.
Preferred Qualifications:
- Briefed to the Sentinel program
- A current/active DoD Top Secret w/SCI and SAP access
- System security architecture experience
- Experience working with DOORS and CAMEO
- Security related tool suite in DevSecOps pipeline (SonarQube, Fortify etc)
- Familiarity with Systems Security Engineering (SSE) documentation (e.g. Cybersecurity Strategies, Information Support Plans, Program Protection Plans (PPPs)
- Familiarity with Anti-Tamper Plans, Counterintelligence Support Plans, Integrated Threat Assessment Reports, Operations Security Plans, Continuous Monitoring Plans, Defensive Cyberspace Operations Plans, Cybersecurity Strategies, Information Support Plans, Enterprise Architecture Views and NIST SP 800-160
- Possess DoD 8570 certification for IASAE III (ISSEP, ISSAP)
- Experience with Agile methodologies
- Active TS/SCI clearance
