The Role

Sr. External Title VI Analyst
ROLE
We need a Sr. External Title VI Analyst for the Maritime Administration (MARAD) Office of Civil Rights. The MARAD Office of Civil Rights is responsible for advising, promoting, and evaluating civil rights programs within MARAD. It enforces Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1967, the Americans with Disabilities Act (ADA), Executive Order 13160, and other nondiscrimination laws affecting MARAD’s federally-assisted programs. Your role as a Sr. External Title VI Analyst for MARAD will be to provide expert-level support in Title VI/Nondiscrimination compliance within MARAD’s federally-assisted programs. You will help develop policies, conduct compliance reviews, investigate civil rights complaints, and provide training and technical assistance to MARAD staff and recipients of federal financial assistance. RESPONSIBILITIES

  • Possess knowledge of the grant process and the nondiscrimination laws and responsibilities of a federal entity providing financial assistance.
  • Develop policies, plans, guidance, and procedures to ensure civil rights compliance in MARAD's federally-assisted and federally-conducted programs and activities, including its Title VI program.
  • Establish Points of Contact (POCs) in each program office to facilitate data collection, grantee programmatic submissions, and review protocols (e.g., Title VI Plans).
  • Determine an applicant's probable compliance with applicable nondiscrimination requirements, such as Title VI, prior to awarding federal funds.
  • Conduct periodic post-award compliance reviews of recipients' practices in adhering to nondiscrimination requirements (Title VI, ADA, etc.).
  • Assist the Team Lead in conducting compliance reviews of MARAD grantees, ensuring grantees are identified and approved in advance.
  • Develop compliance guidance and marketing information for program offices and/or grantees.
  • Investigate and adjudicate complaints of discrimination in accordance with the Departmental Office of Civil Rights (DOCR) External Complaint Manual, coordinating with DOCR for tracking in the Intellitrak System.
  • Collaborate with other DOT operating administrations when an applicant or recipient has concurrent Title VI obligations, ensuring consistency and avoiding duplication in enforcement.
  • Monitor corrective actions resulting from a complaint investigation, compliance agreement, or compliance review, and assist in resolving concerns of discrimination.
  • Provide training and technical assistance to MARAD staff on nondiscrimination policies, requirements, and procedures.
  • Deliver training and technical assistance to MARAD recipients and other stakeholders on compliance with nondiscrimination laws, DOT regulations, and orders, including coordinating and conducting training sessions in person or via web-based platforms.
  • Develop an annual report detailing MARAD’s external civil rights program accomplishments.
  • Perform other duties as assigned to support the enforcement of nondiscrimination laws.

REQUIRED SKILLS/EXPERIENCE
  • Expert knowledge of Title VI, ADA, Section 504, and other nondiscrimination laws related to federally-assisted programs.
  • Experience with civil rights compliance programs within a federal agency or grant-funded programs.
  • Strong analytical, investigative, and problem-solving skills related to civil rights enforcement.
  • Ability to develop and deliver compliance training sessions for federal staff and grant recipients.

REQUIRED EDUCATION / CERTIFICATIONS
  • Bachelor’s degree from an accredited institution with 10 years of experience, OR
  • High School Diploma with 15 years of experience (must provide documentation of previous employment, including pay stubs and performance appraisals).

WORK HOURS
  • 40 hours per week, 8 hours per day (0900 to 1730 EST, with a half-hour lunch break). Some flexibility in hours.

Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
