Job Description

Job Title: Sr. BI PM - LOCALS

Location: Washington DC

Duration: 12+ months

The Informatics team needs one (1) Sr. Business Intelligence (BI) Project Manager (PM) resource who will be responsible for the successful execution of the On Demand Reporting, HEDIS projects in the Informatics department supporting the Federal Employee Program (FEP) initiatives. In this visible and critical role, the Sr. BI PM will need to have strong written and verbal communications to work with the end users, the customers, project director, project sponsor, training, business change management, various cross functional teams, etc. to manage project on time by giving best experience to the end users and customer.

Project Managers are responsible for establishing and leading enterprise-wide, crossfunctional strategic initiatives. PMs lead a variety of different types of projects including launching new products and services, large-scale application development, systems integration, BPO arrangements, operational efficiency improvements, process reengineering, and infrastructure upgrades and deployments.

The position is not for a Data warehouse or Data Integration or ETL PM. It is strictly for a PM who managed successful Business Intelligence or reporting or self-service BI projects.

Responsibilities:

1. Single accountable party for defining, planning, orchestrating, and delivering the given Business Intelligence (Reporting) strategic initiative

2. Ensures end results are of the highest caliber with a clearly articulated scope and quantifiable business benefit

3. Directs this large-scale, complex project often involving multiple internal and external constituents and matrix partners

4. Accountable for one or more initiatives including business, operational, and IT deliverables

5. Develops the project charter, integrated project plan, resource plan, contingency plan, and related project management artifacts

6. Directly manages all aspects of the project lifecycle and works with matrix IT partners to oversee all SDLC phases of a project

7. Rigorously manages scope to ensure commitments are achieved within agreed on time, cost, and quality parameters

8. Validates financial forecasts and provides on-going reconciliation of resources and other related project expenditures

9. Develops communication plans and interfaces to execute on responsibilities

10. Serves as a subject matter expert in routinely briefing key stakeholders on different aspects of assigned initiatives

11. Represents the project in various project governance and inter-department forums

12. Chairs weekly Core Team and monthly Operating Committee meetings to review progress with key constituents

13. Defines and tracks project milestones while developing, maintaining, and reporting on an overall integrated delivery plan

14. Publishes periodic project status reports

15. Proposes recommendations and adjustments

Qualifications:

o Proven ability to quickly earn the trust of sponsors and key stakeholders; mobilize and motivate teams; set direction and approach; resolve conflict; deliver tough messages with grace; execute with limited information and ambiguity

o Ability to navigate a highly matrixed organization effectively

o Solid influencing skills

o Sound business and technical acumen

o Demonstrated, applied experience establishing and delivering complex projects

o Focused and versatile team player that is comfortable under pressure

o Ability to remove barriers and enable teams to complete their objectives

o 10+ years relevant Project Management experience managing complex projects through the full Software Development Lifecycle (SDLC). Projects to include various development methodologies like Waterfall and Agile Scrum

o 5+ years of experience with business intelligence, analytics, data modeling and Big Data concepts

o 5 + years experience in Healthcare Payor setting especially focused on enrollment, claims, member, contracts, and benefits operational and strategic reporting/analytics projects delivery

o Exemplary core project management skills including multiple aspects of the PMBOK

o Extensive knowledge and expertise in the use of project management and SDLC methodologies and tools
