The Software Developer will support the Texas Health and Human Services Commission. This role is responsible for researching, designing, implementing, and managing software programs, as well as testing and evaluating new programs prior to deployment. The Software Developer 2 designs, codes, and modifies complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts using Angular, C#, ASP.NET, and Oracle Database. The role requires close collaboration with other developers, UX designers, business analysts, and systems analysts. This position operates within an Agile or Scrum development environment and applies established programming, documentation, and testing standards to ensure the quality and maintainability of applications.

Responsibilities:

  • Research, design, implement, and manage software programs to meet business requirements.
  • Design, code, and modify complex computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts using Angular, C#, ASP.NET, and Oracle Database.
  • Test and evaluate new programs prior to deployment.
  • Perform testing of assigned programs, including generating test data and writing test scripts and execution sequences.
  • Examine test results and debug detected errors to resolve issues.
  • Apply current software development methods and techniques in accordance with established development, documentation, and testing standards.
  • Participate in code reviews to ensure compliance with development standards and system and business requirements.
  • Collaborate closely with developers, UX designers, business analysts, and systems analysts.
  • Analyze complex business processes and design corresponding system solutions.
  • Support issue resolution, performance enhancement, and ongoing maintenance of programs in production.

Requirements

Minimum Qualifications:

  • 7 years of experience in computer programming, analysis, and development of complex business processes and system solutions.
  • 7 years of experience in coding, testing, and debugging of programs in development and/or requiring support for issue resolution, performance, or enhancement.
  • 7 years of experience with the ability to process information logically, design program and systems logic, and prepare program specifications.
  • 7 years of experience with highly developed oral and written communication skills.
  • 7 years of experience with a high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output.
  • 7 years of experience with knowledge and understanding of Information Technology industry trends and directions, and the ability to relate them to organizational needs.
  • 7 years of experience with knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • 7 years of experience with knowledge of emerging technologies, both new to the organization and new to the information systems industry.
  • 7 years of experience with knowledge of tools, techniques, and practices for protecting the integrity of corporate data and associated processing, technology practices, standards, and procedures.
  • 7 years of experience with knowledge of solution delivery utilizing Agile or Scrum methodology.

Preferred Qualifications:

  • 2 years of experience with familiarity with the Agency's information architecture and information management methodologies.
  • 2 years of experience with familiarity with existing and planned software technology and the global, regional, and local software architecture and infrastructure components.

Additional Requirements:

  • Candidates may be subject to criminal background checks as authorized by Texas law.
  • Candidates must currently reside in Texas and be local to the Austin area, within a 50-mile radius; candidates who are out of state and planning to relocate will not be accepted.
  • Candidates may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by the agency.

Work Location and Schedule:

  • Location: 701 W 51st Street, Austin, Texas 78751.
  • Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Texas state holidays.
  • Work Arrangement: Hybrid.
