Lead design, development, testing, debugging, and troubleshooting of large Java/SQL applications. Coordinate programming staff, establish development standards, prepare test data and user instructions, analyze and optimize database schemas and application performance, and lead research for system modifications and project proposals.

Provide senior-level business and data analysis for the TIERS eligibility system: lead JAD sessions, define requirements, run complex SQL to validate data quality and rules, and design dashboards, KPIs, and performance measures to support operations and decision-making.

Lead migration of Oracle workloads to AWS using DMS (full-load, CDC, real-time streaming). Design and implement AWS infrastructure, networking, and security. Develop IaC (Terraform/CloudFormation), automation scripts (Python/Bash/PowerShell), monitoring (CloudWatch/CloudTrail), and migration cutover/rollback plans. Support hybrid cloud connectivity and legacy modernization, and document technical designs and runbooks.

Perform advanced Oracle and Azure SQL database administration to support an Oracle-to-Azure SQL migration. Duties include data modeling, ETL/migration, performance tuning, monitoring, security, high-availability/disaster recovery, converting stored procedures to Azure SQL, and supporting Java full-stack applications in an Agile environment.

Lead technical projects for data, analytics, and cloud; manage data architecture, modeling, warehousing, BI and big data initiatives; support healthcare data standards (FHIR, CCDA, HL7); define scope, timelines, budgets, and success metrics; coordinate cross-functional teams and stakeholders; produce project documentation and status reports; translate technical concepts for executives and use PM tools to track deliverables.

Develop and test COBOL, Natural, and JCL applications to implement four NASWA SIDES exchanges. Support all SDLC phases: requirements analysis, coding, DB2 integration, CICS UI and batch job modifications, testing, troubleshooting, and documentation across legacy mainframe systems.
