ROLE PURPOSE:

The Shelter Coordinator will lead and coordinate emergency shelter interventions for flood-affected communities, ensuring that shelter responses are timely, technically sound, and aligned with humanitarian standards, government regulations, and cluster guidance. The role will support emergency assessments, implementation of temporary shelter solutions, construction of Temporary Learning Centers (TLCs) and Child Friendly Spaces (CFS), and integration of winterization measures where required.

KEY AREAS OF ACCOUNTABILITY: 

• Lead and coordinate rapid and detailed shelter needs assessments in flood-affected communities. 
• Identify shelter damage levels, displacement patterns, vulnerabilities, and priority shelter needs. 
• Assess winterization requirements and shelter-related protection risks. 
• Prepare assessment reports and recommendations to inform response planning and resource allocation.
• Ensure shelter interventions address needs of vulnerable groups including women, children, elderly persons, and persons with disabilities. 
• Monitor construction quality, safety standards, and compliance with technical specifications.
• Provide technical guidance and oversight for construction of temporary shelters for flood-affected households. 
• Develop and disseminate technical designs, BoQs, construction guidelines, and quality assurance procedures and work with the Supply Chain team for necessary procurement process. 
• Ensure shelters are safe, durable, culturally appropriate, and adapted to local conditions. 
• Integrate winterization components into temporary shelter designs where required, including insulation, weatherproofing, flooring, heating considerations, and cold-weather protection measures. 
• Conduct regular field monitoring visits and provide technical support to field teams. partners and contractors.
• Coordinate and provide technical support for the establishment and construction of Temporary Learning Centers (TLCs) in collaboration with Education teams. 
• Support site selection, design review, construction supervision, and quality assurance for TLC facilities. 
• Coordinate construction and rehabilitation of Child Friendly Spaces (CFS) ensuring safety, accessibility, and protection considerations. 
• Ensure TLC and CFS structures meet minimum humanitarian standards and are safe for children and communities.
• Actively represent the organization in Shelter Cluster meetings and relevant technical working groups. 
• Share assessment findings, project updates, challenges, and lessons learned with relevant departments in Country Office. 
• Ensure shelter activities are aligned with national strategies, cluster standards, and humanitarian response plans.
• Work closely with Education Technical Experts to ensure shelter interventions support continuity of learning through establishment and maintenance of TLCs. 
• Coordinate with Education teams and the PDQI department to ensure learning spaces are safe, accessible, and appropriate for children. 
• Work closely with the WASH Coordinator to integrate WASH facilities and standards into temporary shelters, TLCs, and CFS structures.
• Prepare timely weekly, monthly, and donor reports on shelter activities. 
• Maintain accurate records of shelter assessments, beneficiary data, construction progress, distribution records, and monitoring findings.
• Liaise with local government authorities and relevant ministries regarding shelter response activities.
• Collect, analyze, and document assessment findings to support program planning and decision-making. 
• Develop detail implementation plan and recommendations for appropriate Shelter interventions based on assessment results. 
• Ensure community participation, including women, men, girls, boys, and marginalized groups, during such assessments in coordination with the stakeholders and PDQI department
• Coordinate, mentor, support on capacity development and project implementation to Shelter staffs working for partner organization.  
• Ensure gender equity, social inclusion, child participation and beneficiary accountability are part of all Humanitarian and DRR programmes. 
• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATION:

• A minimum of 3 years’ (2 years for GSI ) experience in Shelter programming and field level implementation with the Master degree in civil engineering, architecture, construction or relevant field / or 5 years ( 3 years for GSI group) of experience with bachelor degree in civil engineering, architecture, construction or relevant field

  
  

EXPERIENCE AND SKILLS

• Experience in humanitarian shelter programming, including emergency response. 
• Demonstrated experience in temporary shelter construction and infrastructure projects. 
• Experience working with Shelter Clusters and humanitarian coordination mechanisms.
• Knowledge of humanitarian standards including Sphere Standards and Shelter Cluster approaches. 
• Experience coordinating with local governments, communities, and humanitarian partners. 
• Strong reporting, facilitation, and communication skills. 
• Ability to travel extensively to flood-affected and remote locations.
• Fluency in English and Nepali, both written and spoken
• Commitment to the aims and principles of SCI in particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support
• Ability to establish good working relationships and positively contribute to a team
