TITLE: Sr. Finance Coordinator TEAM/PROGRAMME:  Finance    LOCATION: Nuwakot GRADE: 3+ CONTRACT LENGTH: 6 months with possible of extension.

CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Sr. Finance coordinator position having responsibility of finance operation at flood response area.  The position will ensure that all financial transactions meet compliance to local statutory law and SC accounting policies.

Role Dimensions:


KEY AREAS OF ACCOUNTABILITY:


Strategic financial information and monitoring:


  • Provide a high standard of financial accounting in emergency programmes, ensuring compliance to local statutory law and SC accounting policies. 
  • Ensure accounting systems, policies, internal controls and procedures are quickly established for the collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, and delegation of authority). 
  • Develop effective relationships with existing Country finance staff
  • Ensure that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project Humanitarian Charter and Minimum Standards, the NGO Code of Conduct, and other relevant tools.

Internal controls:


  • Support the Response Field Operation Lead and/or Country Finance Director to identify, assess, input, recommend on the existing and desired reconciliation process (reporting assurance mechanism) between Finance, Procurement, Logistics, Distribution, M&E that will ensure accountable reporting to donors on all humanitarian inputs (items delivered to beneficiaries. 
  • Take appropriate steps to minimise the risk of fraud or theft. 
  • Monitor coding of emergency expenditures and ensure timely adjustments when activation of new awards with relevant audit trail
  • Ensure the security of all cash and assets (e.g.: regular cash and bank reconciliation, fixed asset and inventory physical checks). 
  • Support on Cash Transfer programming activities from feasibility assessment to implementation, and ensure accountability by enforcing adequate controls
  • Carry out inductions and staff trainings for finance procedures.


Cost recovery and budgeting

  • Support budget holders/ program staff to produce quality budgeting information while ensuring all relevant stakeholders are involved in the budgeting process. 
  • Provide accurate and on time BVAs to awards team to ensure monthly budget monitoring
  • Assist the Country Finance to prepare donor financial reports and proposal budgets. 
  • Ensure all donor requirements (financial & reporting) are complied with and that proposals and financial reports are submitted on time. 

Cash flow

  • Manage the cash flow to ensure timely and secure transfer of funds to meet programme needs, liaising with local bankers as required and provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with donor requirements.
  • Closely monitor the cash management at partner level to ensure effective utilization of fund.
  • Prepare Fund utilization statement of partner each month and send to country office each month while requesting fund to partners.



Partner’s Financial Management:

  • Support to partner NGOs for OPMIS setup and provide required orientation to staff.
  • Support on the preparation of phased budget of project budget with the subaward creation and amendment as per SCI requirements.
  • Maintain excellent relationships with Partners, both in terms of strategic positioning and quality monitoring.
  • Support to ensure partners are clear on their assigned tasks and SC’s zero tolerance policies, and the clauses of agreement signed between SC and partner. 
  • Schedule partner visit, review system, and assist in capacity building of partners through coaching / training /orientation/reviewing documents / updating new policies etc.

Other

  • Ensure that audit recommendations are implemented as per donor rules and regulations.
  • Represents and coordinates both internal and external meetings as required. 
  • Contribute to effective operation of emergency response.
  • Other tasks will be assigned by supervisor based on need.

QUALIFICATIONS


Essential

  • Minimum of 4 years’ (3 years for GSI) of job experience on Financial Management/Partner management/Monitoring/Partner Capacity Building with master’s degree in accounting/ finance/ economics or related field OR minimum of 6 years ( 4 years for GSI group) of experience on Financial Management/Partner management/Monitoring/Partner Capacity Building with bachelor’s degree in accounting/ finance/ economics or related field
  • Knowledge of the requirements and experience managing grants from the major emergency donors including budgeting, eligibility issues, compliance management, and reporting.
  • Experience of coaching and capacity building of staffs
  • Good attention to detail and analytical skills
  • IT literate (i.e. Word, advanced Excel, Outlook, Internet Explorer, financial systems).
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities

EXPERIENCE AND SKILLS


Desirable

  • Experience with Save the Children financial processes, procedures and systems and overseas accounting software (including Agresso).
  • Experience, including first phase responses, with NGOs in an international emergency environment or in fragile states with increasing responsibilities including a proven experience of establishing and running a field office.
  • Ability to and experience of establishing partnership management and monitoring protocols with local NGO partner.
