Senior Technical Advisor, Communication Systems

Your role in helping us shape the future:
The Senior Technical Advisor, Communication Systems will lead the end-to-end Systems Engineering for Intelsat's Next Generation Software Defined Network (NG SDN). As the Senior Technical Advisor, you will be a subject matter expert who is responsible for applying systems engineering best practices and systems engineering rigor during ideation, design, and development, to ensure the E2E system meets all cost, schedule, and performance requirements. The system scope includes software defined satellites, satcom communication/modem platforms, resource management and control systems, network and service orchestration, network function virtualization, mobile networks, user terminals, and back-office system interfaces.
As the Senior Technical Advisor, Communication Systems, you will be responsible for design and development of the E2E Next Generation network infrastructure. You will be the single point of contact for architecture, design, requirements, test strategy and development planning. You will work with subject matter experts on various aspects of the system to deliver a complete end-to-end design and you will continue to support the design through development, test, and implementation. This will include requirement and design updates, ongoing engineering analysis, and resolution of design issues in collaboration with other technical leaders. You will work with the latest technical innovations and advanced techniques in the Satellite industry.
You will also collaborate directly with Intelsat product development teams and business owners, exposing you to the entire product development lifecycle. This position offers a unique and rewarding opportunity to influence both the technical direction and business success of Intelsat. The successful candidate will be a champion for change, with the ability to identify how new technologies, approaches, and services can be employed in the Intelsat network.
Are you up to the challenge?

  • You will be a technical leader so you must possess a strong understanding of Satellite Communications System Architectures and System Engineering best practices.
  • You will support execution of technology strategies, breakthrough initiatives, and roadmaps of Intelsat infrastructure and services.
  • You will provide SME (Subject Matter Expert) guidance and systems engineering rigor during the ideation, design, and development process, to ensure success in future products and services.
  • You will work with other subject matter experts and key partners in satellite engineering, terrestrial network engineering, software engineering, and operations to take design concepts through successful implementation.
  • You will be involved in all aspects of systems engineering, including requirements definition, system analysis, technical trade studies, engineering analyses, concept of operations development, interface specifications, and end-to-end solution design. This may involve leadership of trade studies that evaluate cost vs. performance vs. schedule.
  • You will work with technical project management functions as required, to help manage the various stages of engineering design and development including managing cost, schedule, and technical performance.
  • You will support technical procurement activities including developing requests for proposals, documentation of statements of work, requirements, test, and acceptance criteria. You will also provide technical leadership in proposal evaluation and supplier/partner selection.
  • You will be called on to build and maintain relationships with key vendors, including providing oversight and direction during development and implementation activities.
  • You will be called on to represent the department and build a feedback loop between various cross-functional teams to identify, quantify, and address design and development dependencies, risks, and opportunities. Cross-functional collaboration and leadership will be expected.
  • You will be called on to present designs and engineering artifacts to your peers and leadership.


You should definitely have:

  • Must have a Bachelors' Degree in Computer Science, Electrical Engineering, or a similar discipline with at least eight (8) years of hands-on work experience.
  • Ten or more years of experience with emphasis on communications or communications-related specialties such as Satellite and/or IP network architecture and design and development strongly preferred (an equivalent combination of education and experience will be considered in lieu of the stated minimum education and experience requirements, i.e. Advanced Degree and eight (8) years of experience).
  • Strong knowledge and experience with Satellite Modem, Antenna, Gateways, Teleports, and Baseband Platform design and implementation.
  • Extensive knowledge of, and experience in, understanding standards-based reference architectures and industry best practices in networking and communications systems architecture, design, and implementation strategies.
  • Experience developing System Architecture artifacts (including Functional, Logical, and Physical)
  • Expert-level knowledge of System Engineering processes and activities, including requirements definition, use case / user story development, interface control documentation, high-level system design and architecture, preliminary and critical system design reviews, system design trade studies, and integration and test of complex communications and software systems.
  • Demonstrated ability to serve as a central system engineer and/or architect responsible for design, analysis, and implementation of complex systems.
  • Demonstrated ability to work as a cross-functional thought leader, including detailed technical interaction with domain subject matter experts in satellite and satellite ground systems.
  • Vendor/Partner management and leadership experience.
  • Proficiency in MS Office Suite
  • Effective verbal and written communication skills
  • This role is subject to ITAR/EAR; candidates must be a US Person (this includes US Citizen, Permanent Resident or Protected Individual such as an asylee or refugee).


It would be nice if you had:

  • Expert knowledge of the satellite communications, RF signal processing technologies and theory, modulation techniques.
  • Experience designing or using Satellite Resource Management and Control Software.
  • Experience with satellite system design and operations considerations such as link budget analysis and link optimization.
  • Hands-on experience building or implementing two-way VSAT platforms such as Comtech, Gilat, iDirect, Newtec, Kratos, or similar.
  • Satellite terminal/modem hardware and software design and development experience.
  • Knowledge of Satellite beam forming considerations and techniques.
  • Exposure to satellite operational simulation tools.
  • System Integration and Testing experience.
  • System Security experience.
  • Working knowledge of current terrestrial wireless systems and standards (3GPP) with exposure to 5G and 5G NTN technology design and implementation strategies.
  • Familiarity with MEF LSO and ETSI MANO based architectures.
  • Communication Software Design and Development Experience - meaning you have designed or written code (such as Python, JavaScript, JSON, OpenAPI, XML, C, C++)
  • Exposure to, or experience with, virtualization, Kubernetes, and Docker implementation.
  • Experience with User Interface (UI/UX) design.
  • Experience with Agile solution development processes such as SAFe.
  • Demonstrated ability to provide mentoring and guidance to less experienced engineers to raise functional technical in-house expertise.
  • People and/or project/program leadership experience.
