General Description

The Dept. of Administrative Services (DOAS) is seeking a Senior Project Manager will develop and manage an integrated plan for resolving complex benefits-related issues involving Workday configuration, employee and payroll data, inbound and outbound integrations, transaction processing, vendor systems, and business procedures. The Project Manager will coordinate work across DOAS, statewide ERP teams, functional and technical resources, payroll and finance teams, business analysts, and third-party benefit administrators.

The position will drive issues from identification and prioritization through root-cause analysis, corrective action, testing, production deployment, reconciliation, employee remediation, and verified closure. The Project Manager must be able to establish accountability across organizations, identify dependencies, obtain decisions, and escalate risks that could affect employee benefits, payroll deductions, contributions, vendor funding, or regulatory obligations.

Responsibilities

  • Establish and maintain a single authoritative backlog of benefits issues, including business impact, severity, affected population, integration, incident or change number, accountable owner, dependencies, target date, and closure criteria.
  • Lead cross-functional teams assigned to resolve individual benefits issues. Keep each team focused on the defined issue, desired outcome, and work required for resolution.
  • Obtain specific next steps, accountable owners, and target completion dates from assigned team members. Track each commitment through completion, follow up on missed dates, address obstacles, and escalate delays when necessary.
  • Maintain meeting notes in a shared location where participants can clearly see what was discussed and agreed upon. Document decisions, open questions, assigned actions, responsible individuals, and completion dates.
  • Develop and maintain an integrated stabilization schedule across functional, technical, payroll, finance, and vendor workstreams.
  • Establish clear roles and responsibilities and secure accountable owners for all activities.
  • Lead structured issue-triage, working, decision, and executive-status meetings.
  • Coordinate investigation of source data, Workday configuration, integration logic, vendor processing, transaction timing, and business-process causes.
  • Manage dependencies among related integrations and prevent separate teams from implementing conflicting corrections.
  • Coordinate test planning, test data, expected results, regression testing, vendor validation, and business acceptance.
  • Manage change-control and release-readiness activities from nonproduction environments through production deployment.
  • Confirm that corrected integrations reconcile to Workday payroll and benefits results and that affected employees and financial transactions have been addressed.
  • Track risks, decisions, overdue actions, resource constraints, and unresolved ownership; escalate promptly when commitments are not met.
  • Provide concise executive reporting on issue aging, affected populations, financial exposure, testing progress, blocked decisions, and resolution trends.
