The Opportunity:
 

The Program Compliance Specialist is responsible for ensuring program operations, contractual activities, and vendor relationships remain compliant with federal regulations, contract requirements, organizational policies, and customer expectations. This position supports the development and execution of compliance programs that mitigate operational risk, ensure contractual obligations are fulfilled, and maintain audit readiness across all aspects of program execution.

The successful candidate will work closely with program leadership, contracts, legal, procurement, finance, and government stakeholders to monitor compliance activities, conduct assessments, manage documentation, and support continuous process improvement initiatives.
 

Responsibilities:

  • Monitor compliance with contract requirements, federal regulations, organizational policies, and customer directives throughout the program lifecycle.
  • Track contractual deliverables, milestones, Service Level Agreements (SLAs), reporting requirements, and performance metrics to ensure timely and accurate execution.
  • Conduct compliance reviews, audits, and assessments to identify deficiencies, process gaps, and areas for operational improvement.
  • Perform vendor, subcontractor, and partner due diligence to verify compliance with contractual, regulatory, and organizational requirements.
  • Coordinate with Contracts, Legal, Procurement, Finance, Security, and Program Management teams to resolve compliance issues and contractual discrepancies.
  • Interpret and implement applicable federal acquisition regulations, agency policies, contractual requirements, and organizational procedures.
  • Monitor changes to applicable laws, regulations, and contractual guidance, recommending updates to internal processes and compliance documentation.
  • Identify compliance risks and develop mitigation strategies to minimize operational, contractual, financial, and reputational risk.
  • Maintain accurate and confidential compliance documentation, audit records, corrective action plans, investigations, and program reports.
  • Support internal and external audits, customer inspections, and compliance reviews by preparing documentation and coordinating responses.
  • Develop compliance metrics, dashboards, and reports for program leadership and government stakeholders.
  • Assist in developing and delivering compliance training and awareness initiatives for program personnel.
  • Promote a culture of ethics, accountability, continuous improvement, and regulatory compliance across the program.

Qualifications:
Required: 

  • Bachelor’s degree in business administration, Public Administration, Contract Management, Finance, Legal Studies, or a related field (or equivalent experience).
  • 10+ years of experience supporting compliance, contract administration, program management, regulatory oversight for Federal Government, Department of Defense (DoD), or General Services Administration (GSA) contracts.
  • Demonstrated experience interpreting contract requirements, monitoring program compliance, and supporting audit and inspection activities.
  • Experience managing compliance documentation, contractual reporting, risk assessments, and corrective action initiatives.
  • Strong understanding of federal contracting principles, regulatory compliance, and government acquisition environments.
  • Active TS/SCI security clearance.
  • Excellent analytical, organizational, written, and verbal communication skills.

Desired:

  • Project Management Professional (PMP) certification.
  • Experience supporting large-scale GSA, DoD, or Intelligence Community contracts.
  • Familiarity with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and contract compliance best practices.
  • Experience supporting Contractor Purchasing System Reviews (CPSR), Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), or other government oversight organizations.
  • Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or similar professional certification.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$65,000 - $136,500
