Job Description:
Parsons are seeking a highly experienced Senior Procurement Manager to lead and manage all tendering and procurement governance activities for a major airport infrastructure program, acting on behalf of the Delivery Partner. This role is responsible for the development, management, and execution of Request for Bids (RFBs), Requests for Proposals (RFPs), Expressions of Interest (EOIs), and related procurement processes for consultants, contractors, and specialist service providers.
The role is client-side in nature and focuses on procurement strategy, tender governance, commercial compliance, and contract award, ensuring all procurement activities are fair, transparent, compliant, and aligned with program delivery objectives. The ideal candidate will have a minimum of 20 years of experience managing procurement for large infrastructure or aviation programs.
What You’ll Be Doing:
- Develop and implement the procurement strategy and execution plan for the airport infrastructure program.
- Establish procurement governance frameworks, approval pathways, delegations of authority, and compliance controls.
- Define procurement packaging strategies in coordination with technical, commercial, and project controls teams.
- Ensure procurement activities align with program schedules, funding requirements, and delivery milestones.
- Lead the preparation, issue, and management of RFBs, RFPs, EOIs, RFQs, and related procurement documentation.
- Coordinate input from technical, commercial, legal, HSE, and project controls teams into tender documents.
- Ensure clarity, consistency, and completeness of scope, evaluation criteria, and contractual terms.
- Manage bidder communications, clarifications, addenda, and pre-bid meetings.
- Lead and govern tender evaluation processes in accordance with approved procedures.
- Chair or support technical and commercial evaluation panels, ensuring fair and auditable outcomes.
- Oversee preparation of evaluation reports, recommendations for award, and approval submissions.
- Support contract negotiations and successful contract award in collaboration with the Commercial Director and legal advisors.
- Act as the primary point of contact for procurement activities with internal stakeholders, consultants, and bidders.
- Coordinate closely with the client, Delivery Partner leadership, and external advisors.
- Ensure alignment between procurement outcomes and program delivery priorities.
- Ensure procurement activities comply with client policies, regulatory requirements, funding conditions, and audit standards.
- Identify procurement-related risks and develop mitigation strategies.
- Maintain clear audit trails and procurement records for internal and external audits.
- Lead and mentor procurement specialists and tender managers.
- Establish best practices, standard templates, and continuous improvement initiatives across procurement activities.
- Support knowledge transfer and capability building within the Delivery Partner team.
