Job Description:
Parsons are seeking a highly skilled and experienced Senior Procurement and Commercial Manager to lead and manage procurement and commercial activities.
The successful candidate will be responsible for developing and implementing procurement strategies, managing the tendering process, and ensuring alignment with project objectives and organizational standards.
This role will involve both internal and external procurement activities, including preparing tender documentation, facilitating market engagement, evaluating tender submissions, and producing tender recommendation reports.
The Commercial / Procurement Manager will also play a critical role in engaging with stakeholders, ensuring compliance with corporate and contractual standards, and driving best practices in procurement for a complex, high-profile projects.
What You'll Be Doing:
1. Procurement Planning:
Develop and implement the procurement plans, ensuring alignment with project objectives and organizational goals.
Establish and maintain standard operating procedures for procurement activities to ensure operational consistency across the program.
Conduct desktop market analysis and facilitate supply chain development to support project needs.
2. Tender Management:
Prepare and manage comprehensive tender documentation, including Expressions of Interest (EOI), prequalification, and Request for Proposals (RFP).
Facilitate tender processes, including issuing tender packages, responding to tender queries, and coordinating with contractors and suppliers.
Evaluate tender submissions, including technical, commercial, and financial assessments, and prepare tender recommendation reports for contract award.
3. Stakeholder Engagement:
Collaborate with internal teams, including commercial, technical, and delivery partners, to ensure procurement decisions align with program objectives.
Engage with external stakeholders, including local authorities, contractors, and key third parties, to facilitate partnerships and ensure smooth procurement processes.
Deliver presentations and facilitate discussions with stakeholders to communicate procurement strategies, progress, and outcomes.
4. Market Engagement and Supply Chain Management:
Conduct market engagement activities to identify potential suppliers and contractors, ensuring competitive procurement processes.
Build and maintain strong relationships with suppliers and contractors, fostering collaboration and transparency.
Assess market conditions and provide recommendations to mitigate procurement risks and challenges.
5. Contract and Price Assessment:
Assess contract conditions across varying contract types and ensure compliance with corporate, contractual, and ethical standards.

6. Compliance and Best Practices:
Ensure adherence to all corporate, contractual, ethics, and safety standards, policies, and procedures.
Implement and maintain best practices in procurement processes, tools, and methodologies to drive efficiency and continuous improvement.
7. Team Leadership and Development:
Mentor and develop team members, providing training and support to enhance their skills and performance.
Conduct performance evaluations, provide feedback, and take corrective action as necessary to ensure team success.
8. Reporting and Communication:
Report procurement challenges and issues to the Programe Director and develop appropriate resolutions and mitigations.
Provide regular updates and reports on procurement activities, highlighting risks, opportunities, and key decisions.
What Required Skills You'll Bring:
1. Education:
Bachelor’s degree in Quantity Surveying, Procurement, Supply Chain Management, Business Administration, Engineering, or a related field.
Higher National Diploma in a relevant field is also acceptable.
2. Certifications:
Professional certifications such as CIPS (Chartered Institute of Procurement & Supply) or equivalent are desirable but not mandatory.
3. Experience:
Minimum of 10+ years of experience in procurement management, preferably within major capital works or infrastructure projects.
Proven experience managing procurement processes across the entire lifecycle, from EOI to prequalification, RFP, and contract award.
Strong experience in contractor price assessment, tender evaluations, and supply chain management.
4. Technical Skills:
Familiarity with procurement tools such as SAP, PRISM, Aconex, or equivalent systems.
Strong understanding of procurement regulations, contract law, and industry best practices.
5. Soft Skills:
Excellent written and verbal communication skills in English.
Strong problem-solving skills, with the ability to work autonomously in ambiguous conditions.
Ability to work in a large matrix organization and influence senior-level management.
