VicRoads is progressing too. In August 2022, we started on a new chapter when the Victorian State Government partnered with Aware Super, Australian Retirement Trust, and Macquarie Asset Management to operate registration and licensing services on its behalf.

We work collaboratively with the Victorian State Government to ensure we fulfill regulatory requirements, deliver State projects and safeguard customer data. The Victorian State Government retains sole responsibility for road access, infrastructure and safety.

About the Opportunity:

Reporting to the Head of Corporate Analysis & Planning and Procurement, the Senior Procurement Manager provides strategic leadership across the Technology portfolio. The role is responsible for shaping and delivering procurement strategies that optimise value, manage risk, and support organisational objectives.

The Senior Procurement Manager leads and oversees all procurement activity while ensuring strong governance, compliance, and consistent application of procurement frameworks. The role drives innovation, continuous improvement, and capability uplift, strengthening procurement practices and enhancing market engagement.

Key accountabilities include:

• Develop Technology procurement strategies and plans aligned to organisational priorities, business demand and category opportunities.

• Act as a strategic and commercial adviser to Technology leaders on sourcing approaches, contracting models, market options and commercial trade-offs.

• Oversee end-to-end procurement delivery to achieve value for money and strategic outcomes.

• Establish and own procurement reporting for the portfolio

• Lead and develop a team of 2, providing clear direction, coaching, and performance oversight.

• Accountable for governance, risk and compliance across the portfolio

• Proven leadership of high-value, complex Technology procurements

• Strong commercial acumen and strategic mindset

• Expertise across IT categories (cloud, software, telecoms, services)

• Ability to influence and partner with senior stakeholders

• Experience developing procurement and category strategies

• Strong governance, risk, and compliance capability

• Passion for continuous improvement and innovation
