Job Purpose
Shaping risk management by developing guidelines and leading/participating in safety studies, safety reviews, implementing PSM/HSSE Management, also acting as a consultant for commercial teams and other business partners in the early stages of project development & MOC detailed Risk assessment
Job Responsibilities
- Provide technical leadership, advice and support in the implementation of Safety Management Systems.
- Provide HSEQ input in the Risk and Safety studies performed (e.g. HAZOP, HAZID), participate in internal audits, conducts independent safety tours; and support safety improvements, including Root Cause Analysis (RCA) and procedure development, with a particular focus on process safety.
- Improve process safety awareness across the organization, particularly among engineers and project leaders, through continuous improvement initiatives, Management of Change (MOC), and joint site inspections.
- Facilitate and participate in P&ID reviews, HEMP, HAZID, HAZOP, SIL, layout safety reviews, PSSR, 3D model reviews, safety audits, QRA workshops, and other relevant process and technical safety studies.
- Deliver training and actively communicate Process Safety Management (PSM) requirements and related matters to the organization and relevant stakeholders.
- Coordinate and oversee process safety engineering activities to ensure technical objectives are achieved during new projects, MOCs, and technical studies.
- Review technical bid submissions and conduct technical bid evaluations and analyses.
- Participate in EPC contractor and vendor pre-qualification, bid evaluation, and performance evaluation.
- Ensure the quality and accuracy of EPC contractors' process safety engineering activities and review associated deliverables, including philosophies, layouts, detailed drawings, close-out reports, risk studies, and process safety system documentation.
- Participate in the commissioning, start-up, and performance testing of new projects, verifying the availability and functionality of Process and Technical Safety Systems.
- Develop Process Safety Management procedures, monitor their implementation, and evaluate their effectiveness.
- Develop Technical Supply Specifications, Technical Design Guidelines, and Basis for Design documentation for large-scale MOCs.
- Support HSE, Process Safety, and Asset Integrity audits and coordinate the planning and implementation of resulting corrective actions.
- Participate in Process Incidents Investigations.
- Provide Process and Process Safety technical expertise in Flow Assurance, Hydraulic Calculations, Blowdown Verification, Surge Analysis & Equipment Sizing.
Technical Qualification & Skills
- Minimum Bachelor's degree in Chemical Engineering.
- 15+ of engineering experience in the Oil and Gas industry.
- 10+ years of Process Safety engineering experience or equivalent in the Oil and Gas industry.
- Experience with Brownfield / Revamp projects.
- Practical knowledge and experience in HAZOP, LOPA, MOC, Physical Effects Modelling, and Facility Siting.
- Good knowledge of CCPS/EI Process Safety Management and Risk-Based Process (RBPS) guidelines.
- PH & RA certifications.
- Strong knowledge of process safety regulations, standards, and industry practices, including OSHA PSM, EPA RMP, and NFPA requirements

- Strong communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint and Outlook.

Skills Required
