[What the role is]
The Senior Executive / Manager is responsible for managing the full spectrum of financial operations for the Halal Development cluster. This role ensures accurate and timely processing of invoices, payments, refunds, and reconciliations, while maintaining compliance with organisational and government financial standards. The role works closely with the MUIS Finance Cluster to support sound financial governance, budget management, and statutory reporting requirements.[What you will be working on]
Finance Administration
- Generate and manage invoices across the cluster's programmes and services, ensuring accurate and timely billing through the relevant financial and government platforms.
- Process and verify payments across various payment modes, including direct debit and interbank transfers, ensuring proper documentation and compliance with financial procedures.
- Track and follow up on outstanding payments, maintaining accurate records of all receivables and ensuring timely collection.
- Process refunds and manage the creation of payment receipts in accordance with established financial procedures.
- Track and manage composition sums offered, ensuring proper documentation and timely resolution of outstanding cases.
- Work closely with the finance cluster to ensure proper financial reporting, monthly reconciliation, and adherence to organisational financial standards.
Finance Governance
- Oversee budget planning, expense reports, and contract management within the cluster.
- Manage procurement of assets and oversee vendor tender processes in compliance with government procurement requirements.
- Prepare and submit financial returns and reports to the relevant government authorities as required.
- Undertake cross-unit work within the Halal Development cluster to support capacity and operational needs.
[What we are looking for]
- Tertiary education in Accountancy, Finance, Business Administration or a related field.
- At least 2 years of relevant experience in finance operations, preferably within a government or statutory board context.
- Strong understanding of financial processes including invoicing, payment verification, reconciliation, and procurement.
- Meticulous with strong organisational skills.
- Proficient in the Microsoft Office suite, particularly Excel. Familiarity with financial or enterprise systems would be advantageous.
- Good communication and interpersonal skills, with the ability to work closely with internal and external stakeholders.
- Self-driven, independent, able to collaborate effectively across all levels.
Successful candidate will be appointed on a contract basis.

Skills Required
