Expertise and Functions

  • Serve as the Senior Program Manager's principal integration lead for Purchasing, Data Management, and Property Management, providing cross-functional leadership to matrixed teams, driving enterprise-wide coordination, managing interdependencies, mitigating program risks, and ensuring compliance with contractual, schedule, and performance requirements
  • Work independently and with others in different geographical locations across multiple disciplines as this position may be filled nationwide
  • Conduct research independently in contracting and other related functional areas, and approach conflicts as a problem solver
  • Adapt to new and changing policies and processes
  • Assist with contract close-out activities to include coordination with KIHOMAC accounting, DCMA, DCAA, PCO
  • Carry out contract management functions to include awards, modifications, funds and expenditure tracking, and reporting
  • Carry out subcontract functions to include awards, modifications, flow down clauses, purchase request and purchase order support
  • Negotiate with vendors/contractors and customers when needed to reach favorable terms
  • Recommend and prepare awards and contract documents
  • Ensure approvals and signatures are obtained; manage internal review processes (finance, executive)
  • Maintain contract files and documentation, ensuring they are complete, accurate, and auditable
  • Assist with Government business systems audits and self-assessments, reporting as required
  • Execute tasks with integrity, ethics, good judgement
  • Other duties as assigned

Requirements
  • Bachelor’s degree in business, Public Administration, Contract Management, Legal Studies, Finance, or related field required

Experience:

  • 5+ years of experience required, to include previous experience in contract administration, procurement, or government contracting
  • Experience working with specific government agencies or contract types (e.g. fixed-price, cost‐reimbursement, time & materials, IDIQ etc.)
  • Experience with audits, compliance reviews, subcontract management
  • Experience in logistics, supply chain, purchasing are a plus
  • Strong interpersonal skills to include negotiating, analytical, and problem-solving with coworkers and company partners
  • Excellent written and verbal communication; ability to draft, interpret, and negotiate contract language
  • Attention to detail: strong document review and record-keeping
  • Ability to manage multiple contracts / tasks simultaneously
  • Excellent organizational and time management skills and ability to work under pressure in a fast-paced environment
  • Proficiency in MS Office (Word, Excel, PowerPoint, SharePoint, Teams) and contract management tools/software

Security:

  • Must be a US citizen
  • Ability to obtain a security clearance required

Physical Requirements:

  • Able to occasionally reach with hands and arms
  • Prolonged periods of computer screen use, while sitting or standing at a desk
  • Adhere to safety protocols when in work areas requiring use of PPE (e.g. eyewear, gloves, masks, hearing protection, steel toed shoes, etc.)
  • Able to safely lift and carry up to 20 pounds at a time

Skills Required

  • Bachelor's degree in Business, Public Administration, Contract Management, Legal Studies, Finance, or related field
  • 5+ years of experience in contract administration, procurement, or government contracting
  • Experience with government contract types (fixed-price, cost-reimbursement, T&M, IDIQ) and working with government agencies
  • Experience with audits, compliance reviews, and subcontract management (DCMA, DCAA interactions)
  • Experience in logistics, supply chain, or purchasing
  • Strong negotiation, analytical, and problem-solving skills
  • Excellent written and verbal communication; ability to draft, interpret, and negotiate contract language
  • Attention to detail, strong document review and record-keeping
