Senior Business Process Engineer – Energy & Utilities
The Senior Business Process Engineer will lead the end-to-end business process engineering function within the Energy Directorate. The role is responsible for analysing, redesigning and optimising business processes across the energy value chain to support the transition towards a modern, sustainable and revenue-resilient energy ecosystem.
The role bridges strategy, operations and technology, ensuring that AS-IS and TO-BE process architectures are aligned with regulatory requirements, data governance standards, revenue models and service delivery objectives.

Key Responsibilities
Enterprise Process Architecture & Design
- Lead the development and maintenance of enterprise-wide process architecture
- Define and document AS-IS and TO-BE process models across the Energy Directorate
- Ensure alignment with enterprise architecture frameworks such as TOGAF
Business Process Optimisation
- Identify inefficiencies, bottlenecks and risks in current processes
- Redesign processes to improve operational efficiency, service delivery and cost optimisation
- Drive standardisation and scalability across functions
Energy Value Chain Process Integration
- Oversee process design across key energy functions, including electricity distribution, metering and billing, customer management and Independent Power Producer (IPP) integration
- Ensure seamless integration across upstream and downstream processes
Revenue & Commercial Process Alignment
- Analyse and optimise processes impacting revenue collection, tariff implementation, billing accuracy and leakage prevention
- Align operational processes with evolving energy trading and revenue models
Data Governance & Compliance
- Embed data governance frameworks into business processes
- Ensure compliance with municipal regulations, energy sector legislation, and audit and reporting requirements
- Drive data integrity across systems and reporting structures
Technology Enablement & Process Digitisation
- Collaborate with IT and digital teams to align processes with system capabilities
- Enable automation and digital transformation initiatives
- Ensure business processes are supported by enterprise systems
Stakeholder Engagement & Change Enablement
- Engage with executive leadership, operational teams and external stakeholders
- Facilitate workshops to validate process designs and improvements
- Support change management and adoption of new processes
Governance & Continuous Improvement
- Establish process governance frameworks and standards
- Implement continuous improvement methodologies such as Lean and Six Sigma
- Monitor and report on process performance and outcomes
Requirements
Qualifications
Bachelor’s Degree in one of the following:
- Industrial Engineering / Process Engineering
- Information Systems / Computer Science
- Business Science / Operations Management
- Postgraduate qualification is advantageous
Experience
- 8–12+ years’ experience in:
- Business process engineering and optimisation
- Enterprise architecture and process design
Proven experience in:
- Large-scale transformation programmes
- Public sector, municipal or government environments (strongly preferred)
Experience within:
- Energy, utilities, infrastructure or regulated industries (highly advantageous)
Certifications
- TOGAF Certification (The Open Group Architecture Framework)
- Lean Six Sigma Black Belt and BPM certifications are highly advantageous.
Skills Required
- Bachelor's Degree in Industrial Engineering, Information Systems, or Business Science
- 8-12+ years' experience in business process engineering
- Proven experience in large-scale transformation programmes
- TOGAF Certification
- Lean Six Sigma Black Belt Certification
