As (Senior) Business Partner, you will be in a position of influence with direct access to business units, feeling the pulse of the organisation and providing sound HR guidance on people challenges. A significant part of your portfolio will include leading organisation-wide strategic workforce planning — working across all divisions to drive manpower planning, manpower budgeting, and workforce strategies that ensure EnterpriseSG has the right people in the right roles to deliver on its mission. In addition to partnering your divisions, you will support the review and execute EnterpriseSG's strategic people policies and programmes for a dynamic, bright, and diverse workforce passionate about growing Singapore enterprises. Strategic Workforce Planning
- Lead organisation-wide strategic workforce planning, serving as the central point of coordination for manpower planning and manpower budgeting across all divisions
- Work closely with business leaders and Finance to develop and manage EnterpriseSG's manpower budget, ensuring alignment with organisational priorities and resource constraints
- Conduct workforce gap analyses and develop recommendations to address current and future talent needs at the organisational level
- Develop workforce insights and translate them into actionable recommendations for senior management and leadership
- Monitor and track manpower utilisation across the organisation, providing regular reporting and analysis to inform decision-making
HR Business Partnering
- Serve as a trusted HR Business Partner to assigned divisions, engaging with multiple stakeholders to facilitate talent discussions and provide HR perspectives on people challenges
- Manage end-to-end recruitment for assigned divisions, partnering hiring managers to understand talent requirements, sourcing and assessing candidates, and ensuring a smooth and positive hiring experience
- Advise hiring managers on talent market trends, compensation benchmarks, and hiring strategies to attract the right candidates
- Support the review and execute strategic people policies and programmes across one or more of the following domains: Leadership & Talent Management; Performance Management; People Experience & Culture Building; Workforce & Resource Planning; Organisation & Career Design; and Operations Support & Systems Management
- Optimise user experience across HR policies and programmes, harnessing the power of people analytics to drive evidence-based decision-making
- Support process improvements and innovation across HR policies and programmes with a spirit of experimentation and tenacity for change
[What we are looking for]
- Degree in Human Resources, Business Administration, Psychology, or related discipline
- Minimum 4 years of relevant experience in Human Resources or a related discipline
- Experience in organisation-wide strategic workforce planning, manpower budgeting, or headcount management strongly preferred
- Digitally savvy with knowledge of data analytics and process optimisation
- Strong numerical and analytical skills with ability to manage and interpret manpower data and budgets
- Engaging and people-oriented with strong interpersonal skills and a genuine desire to help others
- Excellent communication, writing, and presentation skills with ability to engage diverse stakeholder groups including senior leadership
- A resourceful self-starter with a spirit of experimentation and the tenacity to drive change
- Highly adaptable and comfortable navigating ambiguity
- Prior experience in public sector HR (advantageous)
